LA CROSSE BOILING WATER REACTOR MASTER INSPECTION PLAN -
CALENDAR YEAR 2014
Dear Mr. Berg:
In accordance with U.S. NRC Inspection Manual Chapter 2561, Decommissioning Power Reactor Inspection Program, and Inspection Manual Chapter 2690, Appendix A, Inspection Program Guidance for Reactor Site Independent Spent Fuel Storage Installations (ISFSI), the U. S. Nuclear Regulatory Commission (NRC) Region III staff and management have developed a Master Inspection Plan (MIP) for LaCrosse Boiling Water Reactor (LACBWR). The plan is based on your current performance and schedule of activities planned for the site for the period of January through December 2014 (CY14). The plan outlines how we intend to focus our Regional inspection resources to provide oversight for ISFSI and significant decommissioning activities.
Because this MIP is based, in part, on your proposed schedule of ISFSI and significant decommissioning activities for CY14, the plan and the focus of NRC inspection activities may change to reflect a change in your planned activities or your performance. In order to ensure that this MIP remains current, we request that you keep the Materials Control, ISFSI, and Decommissioning Branch staff informed of any significant changes in your proposed schedule of activities. You will be informed of any significant changes to the LACBWR inspection schedule.
We currently project the Region will conduct four inspections at LACBWR through December 2014 to evaluate routine decommissioning activities. In addition, we project the Region will conduct three inspections at LACBWR through December 2014 to evaluate ISFSI safety, security, and overall site emergency preparedness. The following is a list of the inspection procedures we expect to use during our inspections. The specific procedures used during each inspection will depend on the specific decommissioning and ISFSI activities being conducted. Additional inspection procedures may be used or inspections conducted if decommissioning or ISFSI activities warrant.
