OF CONFERENCE CALL HELD ON DECEMBER 18, 2013, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., CONCERNING APPLICANT/LICENSEE ACTION ITEM 7 FROM MRP-227-A Representatives of the U.S. Nuclear Regulatory Commission (NRC or the staff), and representatives of Entergy Nuclear Operations, Inc., (Entergy or the applicant) and Westinghouse, held a conference call on December 18, 2013, to discuss recent developments related to Applicant/Licensee Action Item 7 from MRP-227-A, Materials Reliability Program:
Pressurized Water Reactor Internals Inspection and Evaluation Guidelines. A list of the participants is enclosed.
The NRC recently held a public meeting to discuss proposed actions related to Applicant/Licensee Action Item 7. Based on that meeting, the NRC is considering developing screening criteria for loss of fracture toughness dues to the combined effects of thermal embrittlement and irradiation embrittlement for cast austenitic stainless steel (CASS) reactor vessel internals (RVI) components, which would be consistent with the approach in MRP-227-A.
This alternative would be based on ferrite content derived from certified material test reports for the CASS components. If applicants/licensees meet the screening criteria, a detailed analysis for CASS components would not be required to be submitted.
Previously, Entergy revised license renewal Commitment 47 to delay the submittal of its detailed analysis for CASS components in the RVI to March 1, 2015. After responding to a request for additional information from the NRC, Entergy revised its submittal date to August 15, 2014.
Since the NRC is considering an alternative approach for CASS components, and because Entergys commitment date for submittal of a detailed analysis is approaching, the staff informed Entergy of the possible alternative.
The applicant had an opportunity to comment on this summary.
