POINT BEACH NUCLEAR PLANT, UNIT 2- REVIEW OF THE FALL 2012 REFUELING OUTAGE STEAM GENERATOR TUBE INSERVICE INSPECTION RESULTS (TAC NO. MF1866)

Dear Mr. Meyer:

By letter dated May 16, 2013, as supplemented by letter dated October 14, 2013, NextEra Energy Point Beach, LLC (NextEra, the licensee) submitted information summarizing the results of the 2012 steam generator (SG) tube inspections performed at the Point Beach Nuclear Plant, Unit 2, during the fall 2012 refueling outage.

The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of the submittals and concludes that the licensee provided the information required by their technical specifications. No additional follow-up is required at this time. The results of the NRC staff's review and observations are enclosed.

SUMMARY

OF THE U.S. NUCLEAR REGULATORY COMMISSION STAFF'S REVIEW OF THE STEAM GENERATOR TUBE INSERVICE INSPECTIONS FOR THE FALL 2012 REFUELING OUTAGE POINT BEACH NUCLEAR PLANT. UNIT 2 DOCKET NO. 50-301 TAC NO. MF1866 By letter dated May 16, 2013 (Agencywide Documents Access Management System (ADAMS)

Accession No. ML13140A015), as supplemented by letter dated October 14, 2013 (ADAMS Accession No. ML13288A142), NextEra Energy Point Beach, LLC (NextEra, the licensee) submitted information summarizing the results of their fall 2012 steam generator (SG) tube inspections performed during refueling outage 32 (U2R32) at the Point Beach Nuclear Plant (PBNP), Unit 2.

The two SGs at PBNP, Unit 2, were replaced in 1996 with SGs designed and fabricated by Westinghouse. Each SG contains 3,499 thermally-treated Alloy 690 tubes. Each tube has a nominal outside diameter of 0.875 inches, and a nominal wall thickness of 0.050 inches. The tubes were hydraulically expanded at both ends for the full depth of the tubesheet, and are supported by seven stainless steel tube support plates and one stainless steel flow distribution baffle. The tubes installed in rows 1 through 14 were thermally stress relieved after bending.

The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (i.e., tube plugging) taken in response to the inspection findings. The tubes in both SGs were inspected the outage.

In a conference call held on October 31, 2013, NextEra stated that as of U2R32, the SGs had operated for approximately 2. 7 effective full power months (EFPM) in the 108 EFPM sequential period and that the first inservice inspection occurred after approximately 11 EFPM of operation.

Based on a*review of the information provided by the licensee, the NRC staff concludes that the licensee provided the information required by the PBNP, Unit 2, technical specifications. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
