By letter dated September 13, 2012 (ADAMS Accession No. ML12257A352), supplemented by letter dated April 4, 2013 (ADAMS Accession No. ML13094A414), Entergy Nuclear Operations, Inc. (ENO) submitted an aging management program (AMP) for the Palisades Nuclear Plant (Palisades) reactor vessel internals (RVI).
The NRCs Vessels and Internals Integrity Branch is in the process of reviewing the Palisades AMP report, and based on the review conducted thus far, the staff has developed a second request for additional information (RAI) as addressed in the enclosure. The MRP-227-A report, Pressurized Water Reactor Internals Inspection and Evaluation Guidelines, and its supporting reports were used as technical bases for developing the subject AMP. This second request is based on the ongoing review of information regarding the generic applicability of the MRP-227-A report and its associated technical basis. Please provide your response to the following request on docket within 30 days of the receipt of this email. In case of any further clarification needed, please arrange a teleconference with the NRC staff and invite the folks on cc. RAI-2-1:
As discussed in References 1 and 2, the staff has identified two additional questions that all CE and Westinghouse design plants referencing topical report MRP-227-A must answer to close Applicant/Licensee Action Item 1 related to plant-specific applicability of the topical report. If the answer to either or both questions is yes, then further evaluation will be necessary to demonstrate the applicability of MRP-227-A to Palisades.
The staff therefore requests the following information:
- 1. Do the Palisades RVI have non-weld or bolting austenitic stainless steel components with 20% cold work or greater, and if so do the affected components have operating stresses greater than 30 ksi?
- 2. Has Palisades ever utilized atypical design or fuel management that could make the assumptions of MRP-227-A regarding core loading/core design non-representative for that plant, including power changes/uprates?
