Dear Mr. Pietrangelo:
This is to acknowledge receipt of your letter dated October 9, 2013, (Agencywide Documents Access and Management System (ADAMS) Accession Number ML13333A147) regarding an industry initiative to resolve a design vulnerability in electric power systems due to open phase conditions.
In your letter, you stated that the industrys chief nuclear officers voted to approve a formal initiative to address open phase conditions and this initiative is a formal commitment by the companies that operate nuclear power plants to follow a specific policy or plan of action. Also, this initiative calls for a proactive plan and schedule for addressing potential design vulnerabilities to the open phase conditions.
The U.S. Nuclear Regulatory Commission (NRC) encourages and welcomes the industry initiative to support the resolution of the open phase issue described in NRC Bulletin 2012-01 (BL 2012-01), Design Vulnerability in Electric Power System, and recent operating events involving loss of single-phase at the Bruce nuclear power plant in Canada and loss of two-phases at the Forsmark, Unit 3, in Sweden.
To continue the NRCs closure plan for BL 2012-01, the NRC staff is requesting licensees to provide the details of the interim corrective actions and compensatory measures in place to maintain current safety of all operating power plants with applicable regulations and also to determine the status of long-term corrective actions.
