INPUT FOR RESPONSE TO COMMISSIONER ASSELSTINE'S QUESTIONS ON SALP RATINGS 32 Enclosed is a memorandum from Commissioner Asselstine requesting information concerning SALP ratings.

Also enclosed are the latest SALP ratings I have on file for each Region. In order to respond to questions 1-4 of Commissioner Asselstine's memorandum, please update the enclosed SALP ratings and date of report for your Region. In addition, please respond to questions 4 and 5.

In order to meet the EDO due date of December 28, 1984, 1 need your response by COB December 26, 1984. If you have any questions please contact me or Nelson Grace.

ANSWERS TO MEMO FROM ASSELSTINE TO EDO Preface: Region V currently has two SALP assessments under consideration by the staff; these are San Onofre and Trojan. The staff has not completed their assessment of performance for these facilities.

Q. A list of the nuclear power plants with operating licenses that have received a SALP rating of 3 in the category of operations during the most recent SALP rating period.

A.

The only Region V plant with an operating license that has received SALP rating of 3 in the category of operations during the most recent SALP rating period is Rancho Seco.

Q. For the plants identified under item 1. a list of the plants that have received a SALP rating of 3 in the category of operations for more than one SALP rating period.

A.

No Region V plant has received SALP rating of 3 for more than one SALP rating period in the area of operations.

Q. A list of the nuclear power plants with operating licenses that have received a SALP rating of 3 in the category of maintenance during the most recent SALP rating period.

A.

There are no plants in Region V with operating licenses that have received a SALP rating of 3 in the category of maintenance during the most recent SALP rating period.

Q. For the plants identified under item 3, a list of the plants that have received a SALP rating of 3 in the category of maintenance for more than one SALP rating period.

A.

This question is not applicable (see response to question 3).

Q. For the plants identified under items 1 or 3, a list of the plants where the staff sees indications of substantial improvement in the operations or maintenance areas since the most recent SALP ratings in those areas were given.

A.

Since no plants in Region V received a SALP category 3 in the area of maintenance, only the plant with SALP category 3 in operations, during the most recent SALP appraisal, will be discussed.

0 Rancho Seco The most recent SALP appraisal for this facility covered a period from October 1, 1982 through November 30, 1983. Since this report there has been no significant improvement; however, as a result of Region V initiatives the licensee has been more sensitized to these

2 problems and has taken initial actions to effect improvement. The licensee's actions, and the effectiveness thereof, will be monitored closely by Region V.

Q. For the plants that have received a SALP rating of 1 or 2, or that have not received a SALP rating, during the most recent SALP rating period in the categories of maintenance and operations, a list of the plants where the staff sees indications of substantial decline in performance in the operations or maintenance areas since the most recent SALP ratings were given.

A.

For those plants that received, on the most recent SALP, a rating of 1 or 2 areas of maintenance or operations, no indications of substantial decline in performance has been observed by Region V. The staff has observed a decline in performance of the Trojan facility in the area of operations. However, the staff is in the process of assessing whether the observed decline was substantial in nature and a conclusion at this time would be premature.
