SUMMARY

OF TELEPHONE CONFERENCE CALLS HELD ON NOVEMBER 19 AND 22, 2013, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND FIRST ENERGY NUCLEAR OPERATING COMPANY CONCERNING DRAFT REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE DAVIS BESSE NUCLEAR POWER STATION, UNIT 1, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of First Energy Nuclear Operation Company held telephone conference calls on November 19 and 22, 2013, to discuss and clarify the staff's draft requests for additional information (O-RAls) concerning the Davis Besse Nuclear Power Station, Unit 1, license renewal application. The telephone conference call was useful in clarifying the intent of the staff's O-RAls, which were related in its entirety to the draft internal surfaces and coatings interim staff guidance and also to discuss an alternate approach to respond to the O-RAls. provides a listing of the participants and Enclosure 2 contains a listing of the O-RAls discussed with the applicant, including a brief description on the status of the items.

TELEPHONE CONFERENCE CALL DRAFT REQUESTS FOR ADDITIONAL INFORMATION DAVIS BESSE NUCLEAR POWER STATION, UNIT 1 LICENSE RENEWAL APPLICATION November 19, 2013 and November 22, 2013 The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of First Energy Nuclear Operating Company (FENOC) held a telephone conference call at 2:00pm on November 19, 2013, to discuss and clarify the staff's draft requests for additional information (O-RAls) concerning the Davis Besse Nuclear Power Station, Unit 1, license renewal application.

During the conference call, an alternate approach to respond to the O-RAls was also discussed.

The discussion of the RAis and the alternate process for submitting a response is summarized below.

Discussion from November 19, 2013 The staff and the applicant discussed O-RAls 3.0.3-1; 3.0.3-3 and 3.0.3-5. The discussion of the O-RAls clarified:

that galvanized coatings are included in the review, the scope of accessible internal surfaces for tanks and heat exchangers and the representative sample size for inspection, and the term "near atmospheric" used by the staff.

Following the technical discussion of the O-RAls with FENOC, the applicant indicated that the questions had been clarified.

During the call, the NRC and FENOC discussed the possibility that rather than the NRC issuing the subject O-RAls related to LR-ISG 2012-02 "Aging Management of Internal Surfaces, Service Level Ill and Other Coatings, Atmospheric Storage Tanks, and Corrosion Under Insulation,"

FENOC would submit an application amendment within ninety (90) days of the final issuance of LR-ISG 2012-02, as agreed with Cliff Custer.

The reason for this alternate approach is that LR-ISG has been finalized and is close to being issued in its final version. Therefore, this alternate process would avoid unnecessary redundancy from FENOC having to respond to the O-RAls since FENOC would also be required to address the ISG, from which the O-RAls are based upon. FENOC also clarified and understood that follow-up RAis could be issued from their submittal of the application amendment.

Because the D-RAI package also included one (1) O-RAl unrelated to LR-ISG 2012-02, the staff indicated to FENOC that if the approach discussed above were to be followed, the unrelated O-RAl would be sent as a separate stand-alone document following the normal established process. The staff did not immediately reach a determination on the above process as suggested by FENOC and would respond to the request at a later date.

Discussion from November 22, 2013 The NRC staff communicated to FENOC that the approach to submit a license renewal amendment in lieu of responding to the O-RAls previously discussed with the staff in order to address the staff's technical concerns associated with LR-ISG 2012-02 "Aging Management of Internal Surfaces, Service Level Ill and Other Coatings, Atmospheric Storage Tanks, and Corrosion Under Insulation" was acceptable. The staff indicated that the ADAMS accession number for the ISG was ML13227A361. The staff also discussed with FENOC that a mutually agreeable date for FENOC to submit the license amendment that addresses the ISG would be ninety (90} days from the final issuance date of LR-ISG 2012-02, which is November 21, 2013.
