Thank you for acknowledging others and me by posting our sketches and interpretations of the geotectonic setting of Diablo Canyon Nuclear Power Plant on the Internet (Google: LTR-13-0700- J. A. Tony Fallin ltr. Re: NRC review ... ). Even if buried deeply with numerous other articles addressing the ill-sited nuclear facility, the added exposure that you have given us is much appreciated. If I may, I would now like to offer a few words of caution, should you not be aware of certain other things ~s yve~l. Regarding Lloyd Cluff, PG&E's 80~years.:old, Director; Emeritus~ Earthquak.e Risk Management (humans do NOT manage earthquake risK; if anything~ earthquake dsks manage humans! Ditto for earthquakes!) and Geoscience Department, be particularly careful of the man or anyone else who has no*c*ompunctions.about endangering himself, PLUS everyone else, you included. 'To.ine,~theman ... and others like him ... are clear and present dangers to ALL, if only by taking unnecessary risks that will affect ALL, like it or not! And I have never like being endangered unnecessarily by anyone, myself included! When we first crossed paths in the San Francisco Bay Area, Lloyd was climbing the corporate ladder at Woodward Clyde, while I was sponging off Think Tank groups in the emerging field of plate tectonics at St~nford, U,C.-:Be_rkeley, Caltech and. the U.S.G.S-Menlo Park. elsewhere, BUT succeeding oUtrageously and always controversially at Humboldt Bay, San Onofre and.Diablo:Canyon as a pro-nuclear NRC turned a blind eye to its own. criteria

precluding NPP construction within five miles of any active fault. Of course, tens of . thousands of people protested being endangered by the Big Utilities unnecessarily. And thousands of the protestors were arrested and charged with what the Big Utilities were doing, i.e., being civilly disobedient on a massive scale, DEATHWISH ruling to the core. It was in 1985 that Lloyd joined PG&E as Director of its Earthquake Risk Management and Geoscience Departments, while also continuing to collect various other titles. Large; robust; vain; cavalier; full of hubris; slicker than owl pucky; rumored to be gay, asking always to be hit, put down, even killed while taking others with him; self-promoting; self-aggrandizing; and perhaps everything else one is supposed to be NOT as a responsible leader, Lloyd nonetheless also positioned himself well enough to win a number of impressive titles and awards in his later years, many lauding him for his contributions to seismic safety and engineering geology. Indeed, even the NRC's profile of Lloyd is toilet-bowl white, with hints of the Second Coming! WHAT TO DO! As recently as two years ago, when grilled by California's Senate Minority Leader Sam Blakeslee about PG&E Diablo Canyon Nuclear Power Plant's precarious setting next to the active Shoreline Fault, Lloyd professed to be totally unconcerned about all the uncertainties that arise with the ill-sited plant's setting, i.e., SB: PG&E still sees no concern about the uncertainty? LC: No! SB: You see uncertainty but you have no concern about it? LC: No, we do not! California's Senate Minority Leader Sam Blakeslee Daredevil, even with active faults omening disruption or even destruction of a nuclear facility? Willing to place his and everyone else's lives in danger, even when a great many do not care to be so endangered? Rolling the dice even when there are no dice to be rolled? Smart as GREEN CHEESE? In need of watering? Vegetated? Dead? The words of caution are "Just be careful of such people, Sweetheart! Don't let such people pull the wool over your eyes! Don't let others endanger themselves and everyone else while you over-see licensing or NOT licensing nuclear facilities, especially facilities that should have never been built in the first place, e.g., Humboldt Bay NPP directly atop the active Little Salmon Fault; San Onofre NPP, directly over shears projecting landward from the active, offshore, NI- RC fault; and Diablo Canyon NPP, directly beside the active Shoreline Fault and over an active sole thrust as well! As for Lloyd himself, my guess is you could even hit him between the eyes with a 2X4 and still not get his attention. Old and set in his ways, even congenial when not trying to run other people's lives for them, putting his pants on one leg at a time like almost every-one else, he may even live to be one hundred. Just don't let him endanger you or let him ruin your life, no matter if he is a smooth talker given to total denial and listed by someone at the NRC as a sure-fire authority on seismic safety. You deserve better. We all do! Still looking out and taking care as best I can, thank you again for your time and attention to this and past correspondence. And continued success as Chairman of the NRC!
