Response to September 17, 2013, ACE email regarding Limerick's Radiation Variances (EDATS RI-2013-0266)

My name is Fred Bower and I am writing to you in response to an email that you sent Mr. Mel Gray on September 17, 2013, regarding variances in Limerick Nuclear Plants radioactive releases. Mr. Gray has assumed other duties in the USNRCs Region I office and I have assumed responsibility for Projects Branch 4 and the Limerick Generating Station.
Your September 17, 2013, email asked questions about radioactive releases described in Limericks annual effluent reports for the years 2001 through 2009. We have reviewed these questions with NRC health physics personnel who routinely perform radioactive effluents inspections at Limerick Unit 1 and 2. During these reviews for this time period, our inspectors verified that the amount of radioactivity released met NRC release requirements, including as low as reasonably achievable (ALARA) goals described in 10 CFR 50 Appendix I. (The NRC regulations in 10 CFR 50 Appendix I can be viewed on our website: www.NRC.gov.) The ALARA goal ensures the radiation dose to the public is as low as reasonably achievable. Our regulatory framework focuses on the radiation dose impact on members of the public rather than the volume or activities released via these monitored pathways during this time frame.
Therefore, we have no regulatory basis or reason to pursue the variances you mention.
