FEEDBACK ON BOILING WATER REACTOR OWNERS GROUP DRAFT REPORT BWROG-ECCS-TA08-001 DOCUMENTING DAMAGE PRESSURE AND ZONE OF INFLUENCE FOR BOILING WATER REACTOR COATINGS
Dear Ms. Hill:
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the Boiling Water Reactor (BWR) Owners Group (BWROG) draft report BWROG-ECCS-TA08-001, Damage Pressure and Zone of Influence for BWR Coatings, and offers the following feedback:
The NRC staff reviewed the methodology used by the BWROG to determine the coatings Zone of Influence (ZOI) and determined that the methodology used was appropriate. The NRC staff did not verify the calculations performed in the report, but validated that the results were consistent with previously performed ZOI calculations for BWR and pressurized water reactor (PWR) thermal hydraulic conditions. Therefore, the staff concluded that the ZOIs determined in the report are representative of destruction pressures consistent with those used for PWRs and that the ZOI sizes are properly defined for BWR conditions.
However, the BWROG has not shown that its original calculation for coatings amount or mass is bounding or representative of the amount that would be generated within the volume defined by the ZOIs calculated for BWRs. The report did not state how the ZOIs would be used to evaluate the amount of coatings debris that may be generated during a loss-of-coolant accident.
The NRC staff was unable to determine whether the default Utility Resolution Guide amount of coating debris bounds the potential for coating debris generation based on the new ZOIs. Therefore, the issue regarding the assumptions on coatings amounts remains open.
