LASALLE COUNTY STATION, UNITS 1 AND 2 - NOTIFICATION OF NRC INSPECTION
Dear Mr. Pacilio:
In a telephone conversation on September 11, 2013, Mr. D. McNeil, Senior Operations Engineer and Mr. T. Dean, Operations Training Manager, arranged for the U.S. Nuclear Regulatory Commission (NRC) to inspect the Licensed Operator Requalification Program at the LaSalle County Station, Units 1 and 2. Additionally, in a telephone conversation on September 23, 2013, between Mr. R. Walton and Mr. L. Blunk, Regulatory Affairs and Mr. M. Fitzpatrick, Operations Training, arrangements were made for the NRC to conduct an inspection using Temporary Instruction (TI) 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats, at the LaSalle County Station. These concurrent inspections are scheduled for the week of November 18, 2013, which coincides with your regularly scheduled requalification examination cycle. The staff at your facility should prepare and conduct the requalification examinations in accordance with your NRC-Approved Requalification Program.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 55.59(c), the NRC may request facility licensees to submit their biennial comprehensive requalification written examinations or annual operating tests as necessary to support the NRCs inspection program needs. In order for the NRC to adequately prepare for this inspection, please furnish the written examinations and operating tests scheduled for the week of the inspection to the NRC by week of November 11, 2013. Additionally, the inspector needs to review a list of corrective action reports regarding licensed operator issues the week before the inspection. Mr. Dean has been advised of this request and provided with the name and address of the NRC lead inspector assigned to this inspection.
The TI 2515/186 NRC inspector will require a shift manager qualified individual, qualified unit supervisors, and a qualified security shift supervisor for either a simulator or a table-top scenario to allow inspection of TI 2515/186 attributes. Additionally, in order to minimize the impact to your onsite resources, and to ensure a productive inspection for both sides, please send the procedures that would be followed to respond to an aircraft threat and any related lesson plans pertinent to the inspection to the Region III office by the week of November 11, 2013.
