SUMMARY

OF MEETING BETWEEN THE NUCLEAR REGULATORY COMMISISON STAFF AND TENNESSEE VALLEY AUTHORITY FOR CLARIFICATION OF CULTURAL RESOURCE REQUEST FOR ADDITIONAL INFORMATION RELATED TO SEQUOYAH NUCLEAR PLANT LICENSE RENEWAL ENVIRONMENTAL REVIEW On August 13, 2013, staff from the Nuclear Regulatory Commission (NRC) and Pacific Northwest National Laboratory met via teleconference with staff from the Tennessee Valley Authority (TVA) to clarify responses to cultural resource requests for additional information (RAIs) related to the environmental review of TVAs license renewal application for Sequoyah Nuclear Plant (SQN). Specifically, clarification was needed on TVAs responses regarding future actions toward archaeological site 40HA22. Prior to the environmental site audit performed by the NRC, 40HA22 had been characterized as within the SQN property boundary, previously destroyed, and ineligible for listing on the National Register for Historic Places (NRHP). However, upon visual inspection by TVA and NRC staff, the site appeared to be partially intact. During the teleconference, TVA verified that 40HA22 is partially intact but was located incorrectly on their site map. TVA stated that 40HA22 is located outside the property boundary of SQN, but within TVA controlled lands. TVA does not plan on assessing direct or indirect effects to site 40HA22 from the license renewal action based on this new information.

Site 40HA22 it will be treated by TVA staff as potentially eligible for the NRHP during future project activities, outside of license renewal, that may initiate Section 106. A map showing the correct location of 40HA22 will be submitted to the NRC to supplement the environmental report submitted with SQNs license renewal application.

TVA also confirmed their response to NRC RAI 3.a.iii that it will address 40HA22 under Section 110 of the National Historic Preservation Act (NHPA) and not reinitiate consultation with the Tennessee State Historic Preservation Office (TN SHPO) under Section 106 of the NHPA for the license renewal action. No timeline was provided for when new information regarding the location and historic value of 40HA22 will be provided to the TN SHPOs office.
