SUMMARY
Dear Mr. Mulligan:
On July 16, 2013, the U.S. Nuclear Regulatory Commission (NRC) staff held a Predecisional Enforcement Conference (PEC) with you and members of your staff at NRC Headquarters in Rockville, Maryland. The NRC requested that Entergy Operations, Inc., participate in the PEC in a letter describing an apparent violation of 10 CFR 54.13, "Completeness and Accuracy of Information," related to responses from your staff to several requests for additional information by the NRC. That letter, dated June 11, 2013, is available from the NRC's website, www.nrc.gov, under the Agencywide Documents Access and Management System Accession No. ML13133A229. In addition, on August 1, 2013, the NRC staff conducted a telephone conference with you and members of your staff, in which you provided additional information to the NRC. A brief summary of the PEC proceedings and the telephone conference is enclosed.

(Entergy) met with NRC personnel at NRC Headquarters located in Rockville, Maryland, to discuss the apparent violation of 10 CFR 54.13 in three responses to NRC requests for additional information identified in an NRC letter dated June 11, 2013. The conference was held at the request of the NRC. The requests for additional information related to the ongoing reviews of the Grand Gulf license renewal application and addressed two of the aging management programs in the application.
Entergy presented a summary of the causes of the apparent violation and its corrective actions.
The presentation material used by Entergy is available from the NRC's website, www.nrc.gov, under the Agencywide Documents Access and Management System (ADAMS) Accession No. ML13199A350. The accession number can be entered in the search box at the upper right of the home page in order to locate the document. Entergy acknowledged the validity of the three examples of the apparent violation, but did not state its opinion on the significance of the apparent violation.
The purpose of this conference was to obtain information from Entergy to assist the NRC in determining the appropriate enforcement decision. As noted in its presentation, Entergy had not yet finalized its root cause evaluation. In addition, based on discussions during the conference, Entergy needed to confirm additional information before it would provide its perspective on the significance of the apparent violation. At the conclusion of the conference, the NRC requested Entergy to provide additional information, before making a final enforcement decision. The NRC staff subsequently conducted a telephone conference with Entergy, on August 1, 2013, during which it provided the additional information which was requested by the NRC at the PEC. The information provided by Entergy during the follow-up teleconference is available at ADAMS Accession No. ML13221A272.

Additional members of the public participated by teleconference. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this summary and its attachment will be made available to the public.
