Dear Sir or Madam,

This letter provides Entergy Operations Inc., (hereafter, Entergy) response to the subject Order for Implementation of Additional Security Measures and Fingerprinting for Unescorted Access for Pilgrim Nuclear Power Station Independent Spent Fuel Storage Installation, dated July 23, 2013.

As ordered, Entergy hereby provides responses to the Sections Ill.A, Ill.B, and III.C of the Order as follows:

Response to Section Ill.A:

The proposed Pilgrim Nuclear Power Station (PNPS)

Independent Spent Fuel Storage Installation (ISFSI) is planned to be located inside the PNPS Protected Area, as such Entergy will comply with the requirements of Attachments 1 and 2 of the Order within 365 days from the date of the Order or 90 days before the first day that spent fuel is initially placed in the ISFSI.

This Section is not applicable for Pilgrim Nuclear Power Station in light of affirmative response to Section III.A.

Response to Section I11.C: Entergy will comply with the requirements of Attachments 1 and 2 of the Order for the Pilgrim ISFSI within the schedule stated in the Response to Section III.A. Additionally, Entergy will notify the NRC upon achieving full compliance with the requirements of Attachments 1 and 2 of the Order.

Since the PNPS ISFSI is located inside the Protected Area, all employees and contractors having access to the Pilgrim Station and ISFSI will comply with the Access Authorization and Fingerprinting requirements.

This letter makes specific regulatory commitments, as identified in Attachment 1 to this letter.
