The reviewer is in meet of further clarification.

Based on the requested clarification response, there is still more clarification needed as follows:

In submittal dated October 30, 2012 (ADAMS No. ML12305A532), attachment 4 for Relief Request RV-23H, Section 5, Proposed Alternative, Basis for Use, the licensee states:

These valves will be exercised quarterly using the handswitch. They will also be functionally tested each refueling outage by filling the drain pot and verifying that valve 2301-32 actuates as indicated by the high level alarm clearing.

Additionally, maintenance activities will be instituted to compensate for testing deficiencies. The valves will be disassembled, examined and repaired or replaced every third cycle in addition to the above testing.

The licensee states in its e-mail dated May 20, 2013, as follows:

The sealed high pressure coolant injection valves 2(3)-2301-32-SO are exercised quarterly in accordance with Dresden Nuclear Power Station (DNPS) Procedure DOS 2300-03, HIGH PRESSURE COOLANT INJECTION SYSTEM OPERABILITY AND QUARTERLY IST VERIFICATION TEST. In addition to the quarterly exercise test, the operation of the valves is verified semi-annually during the performance of DNPS Procedure DIP 2300-02, HPCI TURBINE DRAIN POT LEVEL SWITCH PM ANDFUNCTIONAL TEST.

The licensee needs to clarify the difference between (yellow and red marked) activities in Section 5 (yellow color) and Dresden response dated May 20, 2013 (red color), because these do not match. If needed a phone call can be arranged for clarification.

We are still expecting this to be cleared up by June 3.
