DAVIS-BESSE NUCLEAR POWER STATION CONFIRMATION OF INITIAL LICENSE EXAMINATION

Dear Mr. Lieb:

In a telephone conversation on December 18, 2012, between Mr. M. Klein, Lead Exam Author, and Mr. M. Bielby, NRC Lead Examiner, arrangements were made for the administration of licensing examinations at the Davis-Besse Nuclear Power Station during the weeks of June 3 and 10, 2013. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of May 13, 2013.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by March 18, 2013. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by April 15, 2013. Pursuant to Title 10 of the Code of Federal Regulations (CFR), Section 55.40(b)(3), (10 CFR 55.40(b)(3)),

an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

R.Lieb Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),

and waiver requests.(if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

Dear Mr. Allen:

We have received your letter L-10-213. In that letter, you stated the initial operator licensing examinations were previously scheduled for December 2, 2013, and December?, 2015.

We have since received your letter L-11-126 requesting the December 2013 exam be canceled, and the 2013 exam be moved to the weeks of June 3 and 10, 2013, with an onsite validation date of May 13, 2013. Our schedule now reflects this change. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates decline below ten for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

Davis-Besse Nuclear Power Station, Unit 1 Docket Number 50-346, License Number NPF-3 Notice of Schedule Change for Initial License Examinations The FirstEnergy Nuclear Operating Company (FENOC) is notifying the Nuclear Regulatory Commission (NRC) of a schedule change for the Initial License Examinations scheduled for calendar year 2013 at the Davis-Besse Nuclear Power Station (DBNPS).

Note that the requested DBNPS NRC Initial License Examinations scheduled for 2013 is different than previously submitted. The Initial Operator License Examinations will be administered the weeks of June 3 and June 10, 2013. The On-Site Validation week will be rescheduled for the week of May 13, 2013. By rescheduling these dates, FENOC agrees to cancel the existing dates in December, 2013 for the DBNPS. This schedule change has been discussed with Mr. H. Peterson, Chief, Operations Branch.

Note that the requested primary date for the 2011 Initial Operator License Examination is different than previously submitted. This operator license class was originally scheduled to start immediately following the DBNPS sixteenth refueling outage.

However, this refueling outage has been rescheduled, and the examination dates submitted under RIS 2008-16 for 2011 and 2013 are affected.

'. reks before the examination week. In the unlikely event that we are unable to support an examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations scheduled for August 2011 and August 2013. We have notified your training staff that the NRC will be developing the July 2009 initial license examination. The letter indicated that more than nine applicants were being considered for each of the examinations. Each examination has been scheduled for two weeks to accommodate this number of applicants. If the number of applicants should decrease below ten applicants, please inform us, as this result in a schedule change. Please inform us at your earliest opportunity if you discover you need to change the scheduled date for the examination.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination. The letter will inform the training department of the chief examiner's name, outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program.
