SUBJECT:
COMMUNICATIONS TESTING OF THE NEW THREE WHITE FLINT NORTH (3WFN) HEADQUARTERS OPERATIONS CENTER (HOC)
The purpose of this memo is to inform industry of upcoming Emergency Notification System (ENS) telephone testing at the NRC that will include calls to licensee control rooms. The NRC requests that NEI share this information with their industry contacts.
The NRC Headquarters Operations Center (HOC) will be moving to its newly upgraded facility in early October of 2013. The NRC will continue extensive testing of the communications equipment over the next several weeks.
Testing with licensee control room Emergency Notification System (ENS) telephones is scheduled to start the week of July 22, 2013. The initial testing will consist of short communications tests. These test calls will display a different caller ID (301-413-0079) from those calls that originate from the current HOC. No action other than answering the telephone is required by the licensee for these initial calls and these calls should last less than one minute.
Test notifications for the Physical Attack procedure will be performed in early August. The NRC will conduct a full functional test of our fast dial conferencing system which calls all of the licensees in an NRC Region and places the calls into a telephone conference bridge. These tests will also utilize the temporary telephone number. The licensees will be requested to remain on the line while the Headquarters Operations Officer conducts a role call to verify that all the participants can communicate in the conference. This will take approximately 15 minutes. This will be coordinated through NRC Headquarter, Regional Offices, and with the licensees during the Headquarters Operations Officers morning status call.
The normal NRC HOC telephone number (301-816-5100) remains active for all emergency and non-emergency notifications. This number will be directed to the new HOC after the new HOC is fully functional.
