DAVIS-BESSE NUCLEAR POWER STATION, UNIT NO.1; BEAVER VALLEY POWER STATION, UNITS 1 AND 2; AND PERRY NUCLEAR POWER PLANT, UNIT NO.1 - SAFETY ASSESSMENT OF COMMUNICATIONS (TAC NOS. ME9941, ME9942, ME9952, AND ME9976)
Dear Mr. Sena:
By letter to the U.S. Nuclear Regulatory Commission (NRC) dated October 29,2012, as supplemented by letter dated February 22, 2013, (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML12306A131 and ML13053A366),
FirstEnergy Nuclear Operating Company (FENOC), provided assessments for Davis-Besse Nuclear Power Station, Unit No.1; Beaver Valley Power Station, Units 1 and 2; and Perry Nuclear Power Plant, Unit No.1, regarding its communications capabilities in response to NRC's March 12, 2012 request for information (ADAMS Accession No. ML12053A340),
regarding Near-Term Task Force Recommendation 9.3 on emergency preparedness communications, under Section 50.54(f) to Title 10 to the Code of Federal Regulations.
The NRC staff has reviewed FENOC assessments of its communications capabilities, and, as documented in the enclosed safety assessments, determined that (1) FENOC assessments are reasonable and (2) FENOC interim measures, analyzed existing systems, and proposed enhancements will help to ensure that communications are maintained.
Further, NRC staff is planning on following up with FENOC to confirm that upgrades to the sites' communications systems have been completed. These follow-up activities will be coordinated with activities associated with NRC Order EA-12-049 requirements for mitigation strategies for beyond-design-basis external events. Please inform us if there are significant changes to the interim measures, proposed enhancements, or schedules provided in your submittals so the staff can adequately plan its follow-up activities.
Enclosures to this letter contain SECURITY-RELATED INFORMATION. Upon removal of the enclosures, this letter is decontrolled.
