NEI letter to NRC, Commitment for Implementation of Multi-Unit Dose Assessment Capability, dated March 14, 2013 By letter dated February 27,2013 (Reference 1), the NRC staff requested information regarding licensees' current and planned implementation of multi-unit dose assessment capabilities. In Reference 2, NEI notified the NRC that each licensee would provide the requested information directly to the NRC via letter. In accordance with Reference 2, this letter provides the PSEG Nuclear LLC (PSEG) response regarding the current and planned capabilities of the Hope Creek Generating Station (HCGS) and Salem Generating Station (SGS), Units 1 and 2, to perform dose assessment during an event involving multiple release sources from the PSEG site.

- 1. Provide a summary of your current capability to perform multi-source dose assessment.
Response
Currently, PSEG uses Meteorological Information Dose Assessment (MIDAS) software from ABS Consulting, Inc. to implement dose assessment functions at HCGS and SGS, Units 1 and 2. PSEG's version of MIDAS does not have the capability to perform multiple source dose assessments in a single run. PSEG Emergency Plan implementing procedures NC.EP-EP.ZZ-0309, "Dose Assessment (MIDAS) Instructions" and NC.EP-EP.ZZ-0313, "Advanced Dose Assessment (MIDAS) Instructions" are used to perform dose assessment for each individual release point.
- 2. If you do not possess this capability or do so only partially, describe your anticipated schedule to fully establish it on an interim and/or permanent basis.
Provide the due dates associated with key actions or milestones - no due date should exceed December 31,2014.
Response
The current capability of dose assessors to perform manual dose summations of multiple release points is the interim solution. Enhancements to NC.EP-EP.ZZ-0313 will provide additional guidance for performing manual summations.
Milestone Due Date Complete enhancement to NC.EP-EP.ZZ-0313 11/29/2013 PSEG plans to implement permanent enhancements in order to improve the efficiency of multi-source dose assessment, and reduce the potential for human error during manual summation of individual releases. PSEG is working with ABS Consulting, Inc. to develop a site-specific version of MIDAS, which will be capable of performing a single dose assessment for multiple units and multiple source terms.
PSEG plans to implement the upgraded version of MIDAS for HCGS and SGS, Units 1 and 2 in accordance with the following milestone schedule. PSEG plans to fully implement the new dose assessment methodology prior to December 31, 2014, as requested in Reference 1.

If you provided information for #2 above, state the administrative process that will be used to track completion of the described key actions or milestones (e.g., a commitment tracking or corrective action system), and specify the appropriate tracking identifiers (e.g., a corrective action system number).
Response
PSEG is tracking the completion of the above milestone activities in the Corrective Action Program under Order #70138668.
There are no regulatory commitments contained in this letter.
