In particular, there are 1750 men incarcerated at Sing Sing Prison in Ossining. The officers who guard them could not possibly evacuate them in an emergency. First of all, they don't have enough vehicles on the premises, and the roads in the area would be too jammed to get additional vehicles in there. But more importantly, the officers will be more concerned about taking care of their own families than escorting prisoners to safety. So the end result would be 1750 people being "executed" because of poor planning.
