Dear Mr. Shaw:
I am responding to your letter dated May 20, 2013, in which you expressed disappointment with the email response I sent you regarding not conducting an Independent Safety Assessment at Indian Point, and the basis for not recording the annual assessment meetings.
Since its inception, the NRC has performed annual self-assessments in order to verify that the Reactor Oversight Process (ROP) is meeting its program goals and achieving its intended outcomes. Through these self-assessments as well as input from internal and external stakeholders, including the Government Accountability Office and the NRCs Office of the Inspector General (OIG), the NRC has implemented many ROP improvements.
Although we disagree on the ROPs effectiveness and adequacy, it has proven to be an effective process that we strive to continuously improve in order to ensure safe plant operations.

Annual assessment meetings, which are an opportunity for the NRC to interact with and inform the public on plant related issues, do not warrant that level of treatment as these are not decision-making forums.
