The dam should be assumed to fail if cannot withstand its PMF, with associated effects.

Xu and Zhang (2009) breach methodology alone is not recommended will not be accepted for the 2.1 hazard re-analysis.

Licensees are required should to perform a sunny day breach analysis on all critical dams assuming dams withstand hydrologic event Staff Revised Position:
ANS/ANSI 2.8 (modified with 10-4 motion) will be used in lieu of previous probabilistic methods i.e. 10-4 ground motion with 25 year flood (Alt 1),
1/2 of 10-4 ground motion with 1/2-PMF or 500 year flood, whichever is less (Alt 2)
