REQUEST FOR APPROVAL TO USE A SUBSEQUENT AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME) CODE EDITION AND ADDENDA FOR EXAMINATION CATEGORIES B-L-1 AND C-B IN THE FOURTH INSERVICE INSPECTION (151) INTERVAL Pursuant to 10CFR50.55a(g)(4)(iv), Virginia Electric and Power Company (Dominion) requests NRC approval to use a subsequent ASME Code edition and addenda for the ASME Section XI, Examination Categories B-L-1 and C-B, in the fourth lSI interval for Surry Power Station Units 1 and 2. This request is consistent with NRC Regulatory Issue Summary 2004-12, "Clarification on Use of Later Editions and Addenda to the ASME OM- Code and Section XL" NRC approval of the use of the later Code edition and addenda, as discussed in the Attachment, is requested by September 30, 2013 to support use of the later Code edition and addenda during the Surry Units 1 and 2 refueling outages in Fall 2013 and Spring 2014, respectively.

This request is consistent with NRC Regulatory Issue Summary 2004-12, "Clarification on Use of Later Editions and Addenda to the ASME OM Code and Section XI."
- 1. ASME Code Component(s) Affected The affected ASME Section XI components are the Reactor Coolant Pump (RCP) casing welds (B-L-1) and the Residual Heat Removal (RHR) Heat Exchanger Reinforcement Plate Welds to Vessel (C-B).
- 2. Applicable Code Edition and Requirements The current ASME Section XI Code of record for the fourth lSI interval for Surry Power Station Units 1 and 2 is the 1998 Edition, including 2000 Addenda.
- 3. Proposed Subsequent Code Edition and Requirements The subsequent Code edition and addenda proposed for the fourth interval of the lSI Program, Examination Categories B-L-1 and C-B, are ASME Section XI, 2007 Edition, including 2008 Addenda. The 2008 Addenda of Section XI has been incorporated into the regulations by reference, as published in the Federal Register on June 21,2011 (76 FR 36232), and became effective July 21,2011.
ASME Category B-L-1 welds were removed in the ASME Section XI, 2007 Edition, 2008 Addenda because experience has not identified any failures in RCP casings.
The requirement for performing these examinations results in unnecessary radiation exposure for non-destructive examination (NDE) personnel.
Flaw Acceptance Standards for Class 2 austenitic Pressure Retaining Welds of Nozzles in Vessels (ASME Category C-B) exists in IWC-3511, of the 2007 Edition, 2008 Addenda, "Standards for Examination Category C-B, Pressure Retaining
Serial No.: 13-264 Docket No.: 50-280/281 Attachment Page 2 of 2 Welds of Nozzles," by referring to Table IWB-3514.2. Acceptance criteria do not exist for the RHR Heat Exchangers using the current ASME Code Edition and Addenda of record for Surry Units 1 and 2.
.Therefore, Dominion proposes to use the 2007 Edition through the 2008 Addenda for the Category B-L-1 welds and for Paragraph IWC-3511 in its entirety and with all associated references for the RHR Heat Exchanger C-B welds in the fourth lSI interval for Surry Units 1 and 2.
- 4. Related Requirements For the portion of the subsequent Code edition and addenda to be used, there are no related requirements, modifications, or limitations listed in 10CFR50.55a that apply to Paragraph IWC-3511 or Examination Category H-L-1, which was deleted from the proposed code edition and addenda.
- 5. Duration of Use of Proposed Subsequent Code Edition and Requirements This request is applicable for the remainder of the fourth 10-year lSI interval for Unit 1, which is scheduled to end December 13,2013 (after the Fall 2013 refueling outage), and for Unit 2, which is scheduled to end May 9, 2014.
- 6. Precedent Similar approval for use of a subsequent ASME Code edition and addenda for Examination Category B-L-1 was requested by Palo Verde Nuclear Generating Station Units 1, 2, and 3 in a letter, dated 12/29/2011,
