SHINE MEDICAL TECHNOLOGIES RADIOISOTOPE PRODUCTION FACILITY APPLICATION REVIEW
Dear Mr. Nelson:
The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review for a construction permit application submitted by SHINE Medical Technologies, Inc. (SHINE), for a radioisotope production facility. The application was submitted by SHINE in a letter dated March 26, 2013, pursuant to Title 10 of the Code of Federal Regulations Part 50 (10 CFR Part 50). This facility, if licensed, would produce radioisotopes for use in diagnostic medical isotope procedures. The proposed location of this facility is approximately 4 miles south of Janesville, Rock County, Wisconsin.
The NRC has established that, as part of the staffs review an environmental impact statement (EIS) will be prepared under 10 CFR Part 51, the NRC's regulation that implements the National Environment Policy Act of 1969, as amended (NEPA). In accordance with 36 CFR 800.8(c), the NRC will comply with the obligations required under Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA), through its NEPA process. The final EIS will include analyses of pertinent environmental issues, and in accordance with 36 CFR 800.8{c),
analyses of potential impact to historic properties and other cultural resources. Alternatives to the proposed action, including alternative sites, will also be considered.
In the context of NHPA, NRC staff has determined that the area of potential effects (APE) for this undertaking is the area at the proposed site and its immediate environs that may be impacted by construction and post-construction land-disturbing operations. The APE may extend beyond the immediate environs in those instances where construction and post-construction land-disturbing operations may potentially have an effect on known or proposed historic sites. This determination is made irrespective of ownership or control of the lands of interest.
The proposed site would cover approximately 91 ac (37 ha), which would include open space, a production facility building, a support facility building, a waste staging and shipping building, a diesel generator building, an administration building, and a security station. The majority of the proposed site consists of cultivated agricultural land and the remaining portion of the site includes some developed areas and open space. Other agricultural land or open space borders the proposed site to the south, east, and north, and U.S. Highway 51 (US 51) borders the western boundary of the proposed site. The Southern Wisconsin Regional Airport is located immediately to the west of US 51.

The Chippewa Falls site is located in the City of Chippewa Falls in Chippewa County, Wisconsin. The site would be located within the Wissota Lake Business Park and most of the site is agricultural land. The Stevens Point Site is located in Portage County, Wisconsin, adjacent to the City of Stevens Point. The site is a combination of wooded and agricultural land.
The SHINE construction permit application is available through the Agencywide Documents Access Management System (ADAMS) Public Electronic Reading Room, which is accessible at http://www.nrc.gov/reading-rm/adams.html. From this page, the public can gain entry into ADAMS, which provides text and image files of NRC's public documents. The ADAMS Accession Number for the SHINE construction permit application (Part 1) is ML130880226. The environmental report is Chapter 19 of the SHINE construction permit application.
The NRC expects to publish the draft EIS in spring 2014. A copy of the document will be sent to you for your review and comment. After consideration of public comments received, the NRC staff will prepare a final EIS, which is scheduled to be issued in winter 2015.
