By letter dated March 27, 2013 (Reference 1), Tennessee Valley Authority (TVA) submitted a license amendment request (LAR) for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3, to transition to National Fire Protection Association Standard (NFPA) 805.

To improve the efficiency of the Nuclear Regulatory Commission (NRC) reviews, TVA representatives and the NRC staff have discussed the use of an online reference portal that would allow the NRC staff and contractors limited read-only access for the basis documents and other reference materials cited in the LAR. The online reference portal would allow the NRC staff to audit TVA's on-site documents that support the information in the LAR. As discussed, documents that are necessary to support the NRC staff safety evaluation of the submitted application will be identified by the NRC staff; TVA will be formally requested to submit those documents on the NRC docket.

U. S. Nuclear Regulatory Commission Page 2 May 3, 2013 By letter dated April 8, 2013 (Reference 2), TVA was requested to confirm to the NRC that the below listed terms and conditions associated with an online reference portal would be used and that TVA agrees to the conditions:

The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis; The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; and Conditions of use of the online reference portal will be displayed on the log-in screen and will require concurrence by each user.

TVA agrees that the above terms and conditions will be maintained throughout the duration of the BFN, Units 1, 2, and 3, NFPA 805 license application review process.

In addition, the NRC identified a generic list of documents that as a minimum should be uploaded to the portal. TVA agrees to populate the portal with those types of documents.

In accordance with the NRC letter (Reference 2), the portal will be operational and populated as discussed above by the time the LAR is accepted for review by the NRC, or by June 1, 2013, whichever is later.
