INTRODUCTION This 2012, Environmental Operating Report for the North Anna Power Station is submitted by Virginia Electric and Power Company, as required under Section 5.4.1 of Appendix B,
Environmental Protection Plan (EPP).
The objective of the EPP is to verify that the North Anna Power Station is operated in an environmentally acceptable
- manner, consistent with NRC and other
- federal, state and local requirements as well as to keep the NRC informed of any environmental effects of facility construction or operation.
During 2012, no significant adverse environmental impacts occurred as a result of the operation of North Anna Power Station, Units 1 and
- 2.
Aquatic issues are addressed in the licensee's VPDES permit (number VA 0052451) issued by the Virginia State Water Control Board.
The VPDES permitting program is administered by the Department of Environmental Quality (DEQ) and the NRC relies on this agency for regulation of matters involving water quality and aquatic biota.
Listed below are the summaries and analyses required by Subsection 4.2 of the EPP.
PLANT DESIGN AND OPERATION (SECTION 3.1)
A review of all changes in station design or operation, tests and experiments failed to reveal any potentially, significant, unreviewed, environmental issues.
EROSION CONTROL INSPECTION -
SITE (SECTION 4.2.2.1)
Performance of Periodic Test Procedure, I-PT-9.3: Erosion Control Inspection-Station Site, and 0-PT-75.12: Visual Inspection of the Service Water Reservoir Dike Crest and Toe, were completed by the Civil/Design Engineering Department.
Nine (9) areas of concern were identified during the performance of I-PT-9.3 and one (1) area of concern was identified during the performance of 0-PT-75.12.
The areas identified in 1-PT-9.3 were minor erosion issues.
Four (4) of the areas identified were due to drainage concerns where grading was needed or where there were drain pipes that needed cleaning out.

'a concerns were near the ISFSI area and Calibration Lab.
There were two (2) issues of animal burrows (Snubber Shop area and ISFSI area) that needed to be filled.
There were three (3) areas identified which needed vegetation control or reseeding.
The areas identified were slopes in the ISFSI area and rip rap around the intake and discharge structures.
All of the issues identified were entered into the station's corrective action system and work orders were assigned.
Corrective actions for four (4) of the issues were completed.
Corrective actions for the five (5) remaining issues are scheduled to be completed by the end of July, 2013.
All of the issues identified in 0-PT-9.3 were minor erosion issues that do not adversely impact site erosion control measures.
The one (1) area of concern identified in 0-PT-75.12 was also a minor erosion issue that does not adversely impact erosion control at the station.
The issue identified was pot holes and ruts in the Service Water Reservoir road.
This issue was entered into the station's corrective action system and a work order has been assigned.
The expected completion date for this issue is at the end of July, 2013.
Site Separation construction activities for the proposed construction of Unit 3, began in November 2010 and is currently on-going.
Site Separation construction activities are controlled by a construction permit and construction storm water pollution prevention plan (SWPPP).
Silt fences, rip-rap and straw bales are used to control erosion and storm water runoff impacts.
- Drilling, Digging, and Cutting (DDC) permits are reviewed by the station Environmental Compliance Coordinator (ECC),
prior to this type of work being done.
The area impacted by the site separation construction is routinely inspected by a qualified Louisa County storm water/
land disturbance inspector and is also inspected weekly and after every qualifiable rainfall event, to meet the requirements of the construction SWPPP.
There were no instances of non-compliance to any applicable environmental regulations in
- 2012, or submitted reports relative to non-compliance, during the site separation construction activity.
There were no adverse erosion concerns identified in the routine stormwater inspections, and there were no erosion issues related to the site separation work areas, identified in 0-PT-9.3.

EROSION AND SEDIMENT CONTROL PROGRAM CORRIDOR RIGHTS-OF-WAY SECTION 4.2.2.2)
During 2012, all transmission line rights-of-way were patrolled to coordinate brush and tree work needed for maintenance of the lines.
This work involved the following:
0 North Anna-to-Gordonsville corridor: The patrol revealed that there was no significant tree and brush work needed.
No significant erosion and sedimentation issues were observed.
- North Anna-to-Morrisville corridor: The patrol revealed that there was some significant tree and brush work needed.
Herbicide applications commenced on 08/20/12 and were finished on 08/23/12.
No significant erosion and sedimentation issues were observed.
- North Anna to Ladysmith corridor:
The patrol revealed that there was no significant tree or brush work needed.
No significant erosion and sedimentation issues were observed.
e North Anna to Midlothian cdrridor: The patrol revealed that there was no significant tree or brush work needed.
No significant erosion and sedimentation issues were observed.
During all of the above-noted patrols and follow-up observations, no abnormal erosion conditions were observed on any of the above corridors associated with transmission line construction, modification, maintenance activities or the use of herbicides during 2012.
NON-COMPLIANCE (SECTION 5.4.1)
There were no non-compliances with the Environmental Protection Plan during 2012.
NON-ROUTINE REPORTS (SECTION 5.4.2)
There was one (1) five day notification letter submitted to the VA DEQ in 2012 for the following event:
On 02/14/2012, there was an uncontrolled release of approximately 150-200 gallons of untreated sewage wastewater from a sewage drain manhole to the ground and to a nearby stormwater ditch that discharges to Lake Anna.
The amount of wastewater, if any, that actually may have made it to the lake could not be determined.
The uncontrolled release was due to a loss of power to a nearby sewage lift station which caused the wastewater to back up and Page 4 of 5

- overflow the manhole.
The VA DEQ and NRC were verbally notified of the event on 02/15/2012, and a follow-up notification letter, as required by the station's VPDES permit was submitted to the VA DEQ on 02/20/2014.
A copy of the letter was submitted to the NRC the same day.
The discharge did not negatively impact the lake, and no Notice of Violation (NOV) or Warning Letter was issued to the station by the VA DEQ.
The station is currently in the process of upgrading its sewage lift stations with back-up loss of power alarms.
