CLINTON POWER STATION, UNIT NO. 1, REVISION 15, OF THE UPDATED FINAL SAFETY ANALYSIS REPORT
Dear Mr. Pacilio:
By letter dated January 10, 2013, Exelon Generation Company, LLC, submitted Revision 15 of the updated final safety analysis report (UFSAR) for Clinton Power Station (CPS), Unit No.1. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.71, "Maintenance of records, making of reports," Paragraph (e), licensees are required to periodically submit UFSAR revisions. Specifically, 10 CFR 50.71 (e)(4) states:
Subsequent revisions must be filed annually or 6 months after each refueling outage provided the interval between successive updates does not exceed 24 months.
The U.S. Nuclear Regulatory Commission (NRC) staff has found that UFSAR, Revision 15, was not submitted within the time required by 10 CFR 50.71 (e)(4). The last refueling outage at CPS was completed on December 23, 2011, and UFSAR, Revision 14, was submitted on January 10, 2011. Therefore, UFSAR, Revision 15, was submitted 24 months (I.e., more than a year) after the last revision and more than 6 months after the last refueling outage.
The NRC staff expects that future UFSAR revisions for CPS will be provided in accordance with the time required by 10 CFR 50.71(e)(4). This information has been provided to the regional inspectors to disposition as part of the Reactor Oversight Process.
