Dear Administrative Judges:
As directed by the Licensing Board Order of June 7, 2011, Pacific Gas and Electric Company (PG&E) hereby provides its monthly report specifying its current best estimate of the dates on which it expects to complete milestones related to 3D seismic studies for Diablo Canyon Power Plant (DCPP) and the coastal zone consistency certification associated with NRC license renewal for DCPP.
In accordance with the Licensing Boards Order, dated March 25, 2013, PG&E has added the final seismic report issuance date to the seismic study schedule. The January 2013 schedule for issuing the final seismic report was November 2013. The schedule for issuing the final report has changed to June 2014 to allow sufficient time to integrate the 2D/3D low energy and 2D onshore high energy datasets, to complete independent peer reviews, and to resolve comments.
When PG&E submits the final seismic report to the NRC, PG&E will simultaneously file a copy of the report with the Licensing Board.
The Licensing Board also requested a brief explanation as to why PG&Es February 2013 monthly report delayed the completion of PG&Es seismic work by twelve months (from June 2013 to June 2014). The February 2013 report revised the schedule for completing the 2D/3D low energy marine studies from June 2013 to October 2013 because data processing and interpretation required more resources than originally anticipated. The February 2013 report also revised the schedule for completing data processing and interpretation of the 2D onshore high energy study from April 2013 to June 2014. This change was needed to accommodate acquisition of a second set of data and the increased effort associated with merging, processing, and interpreting the datasets.
PG&E will continue to provide specific dates in the monthly reports to the extent practicable, recognizing that these dates may be modified as more accurate information becomes available.
PG&E wishes to assure the Licensing Board that it is making every effort to minimize the extent of the delay in the NRC license renewal process.
