UNITED STATES NUCLEAR REGULATORY COMMISSION REGION III 2443 WARRENVILLE ROAD, SUITE 210 LISLE, IL 60532-4352 April 4, 2013 Mr. James E. Lynch Site Vice President Prairie Island Nuclear Generating Plant Northern States Power Company, Minnesota 1717 Wakonade Drive East Welch, MN 55089

SUBJECT:

ASSESSMENT FOLLOW-UP LETTER FOR PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNIT 1

Dear Mr. Lynch:

As a result of our continuous review of plant performance, which was completed on March 26, 2013, the NRC updated its assessment of Prairie Island Nuclear Generating Plant, Unit 1. The NRCs evaluation consisted of a review of performance indicators and inspection results. This letter informs you of the NRCs assessment of your facility. This letter supplements, but does not supersede, the annual assessment letter issued on March 4, 2013.

On March 26, 2013, the NRC sent you a letter that stated the final significance determination of an inspection finding in the Emergency Preparedness Cornerstone (ML13081A503) was of low to moderate safety significant (White). The finding involved your staffs failure to restore the capability to classify Emergency Action Levels (EALs), RG1.1, General Emergency, and RS1.1, Site Area Emergency as a result of the loss of 1R-50 Shield Building Hi Range Vent Gas Radiation Detector from July 24, 2011, until May 18, 2012.

The NRC has determined that performance at Prairie Island Unit 1 resulted in Unit 1 being placed in the Regulatory Response Column of the Reactor Oversight Process Action Matrix beginning the 4th quarter of 2012. The NRC will conduct a supplemental inspection to review the actions taken to address the performance issues using Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area. The objectives of this supplemental inspection are to determine whether or not the root causes and contributing causes of risk-significant performance issues are understood, determine whether or not the extent of condition and extent of cause of risk significant performance issues are identified, and determine whether or not your corrective actions for risk-significant performance issues are sufficient to address the root and contributing causes and prevent recurrence. We do not currently plan on scheduling the supplemental inspection until you notify us of your readiness for the inspection. We may decide to conduct the inspection earlier if we determine that you are not being timely in addressing the performance issues.

J. Lynch In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the component of NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRCs Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
