Pursuant to 10 CFR 50.4(b)(4) and 10 CFR 50.54(p), this letter provides Revision 11 of the Browns Ferry Nuclear Plant Physical.Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program. This revision contains updates from the changes made to Section 15.1, "Illumination," Section 15.2, "Surveillance Systems," and Section 15.4, "Central Alarm System (CAS) and Secondary Alarm System (SAS) Operation." Additionally, Figure 3 was updated to reflect the expanded protected area. These changes also include the removal of exemption language from the March 31, 2010, implementation requirements, as stated in the referenced letter.

The Tennessee Valley Authority has evaluated the changes and does not consider the revision to decrease the overall effectiveness of the plan.

SAFEGUARDS INFORMATION U.S. Nuclear Regulatory Commission Page 2 April 1, 2013 The enclosure provides a copy of the Browns Ferry Nuclear Plant Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program, Revision 11. The revised program is effective as of February 13, 2013.

The enclosure to this letter contains Safeguards Information and should be protected in accordance with 10 CFR 73.21(b). The enclosed program revision is being sent by overnight courier, and the signed receipt will signify that the NRC has received this information.
