SUMMARY
OF MARCH 7, 2013, TELECONFERENCE WITH SOUTHERN NUCLEAR OPERATING COMPANY TO DISCUSS NEXUS NUCLEAR METHODOLOGY (TAC NOS. ME9244 AND ME9245)
On March 7, 2013, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Southern Nuclear Operating Company (SNC, the licensee) by teleconference from the NRC Headquarters, 11555 Rockville Pike, One White Flint North, Rockville, Maryland. The purpose of the meeting, as noticed, was to discuss two license amendment request submittals. At the request of the licensee, the voluntary risk initiative portion of the meeting was not held. However, the meeting did address the NEXUS methodology LAR. Enclosure 1 contains a list of attendees.
DISCUSSION The discussion centered around the NRC staff's concern with SNC's proposal to use either the PHOENIX-/ANC or the NEXUS codes in combination with PARAGON for determining the refueling boron concentration limits for the core operating limits report (COLR). The NRC staff was concerned with the possibility of the use of either of these codes in the future beyond the proposed reviewed scope.
The licensee indicated that the NEXUS code was an addendum to PARAGON, which is a physics code. As such, NEXUS would not be used without PARAGON. To capture this intent, the licensee proposed a revision TS 5.6.5 which revised the TSs by adding TS 5.6.5.6(c) to incorporate the PARAGON topical report and include a note which specifies that PARAGON and NEXUS would be used for the boron concentration determination. The NRC staff did not express any concerns with the proposed approach.
No members of the public were in attendance, and no feedback forms were received. No commitments or regulatory decisions were made by the NRC staff during the meeting.
