Regarding Recommendation 2.1 Flooding of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident, Enclosure 2, Required Response 2, Flood Hazard Reevaluation Report On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued Reference 1 to STP Nuclear Operating Company (STPNOC) to request information assoeisted4with the Near-Term Task Force (NTTF) Recommendation 2.1 for Flooding. One of the Required Responses in of Reference 1 directed licensees to submit the Flooding Hazard Reevaluation Report as a written response to Requested Information item 1 and to include the interim action plan requested in item 1.d, if appropriate. In accordance with Reference 1, as supplemented by Reference 2, and the NRC's prioritization plan (Reference 3), the enclosure to this letter provides the Flooding Hazard Reevaluation Report for South Texas Project (STP), Units 1 & 2.

The enclosed report demonstrates that the current design basis flood for STP Units 1 & 2 bounds the reevaluated flooding hazard for all flood causing mechanisms. Therefore, in accordance with guidance provided in References 1 and 4, an interim action plan in response to Requested Information item 1.d and an Integrated Assessment in response to Requested Information item 2 (Required Response 3) of Enclosure 2 to Reference 1 are not required. By Reference 5, STPNOC committed to the guidance provided by Reference 4 regarding the trigger conditions and scope of any required Integrated Assessment. The flooding hazard reevaluation was supported by the findings from Enclosure 4 to Reference 1 (Recommendation 2.3 flooding walkdowns), performed in accordance with NEI 12-07, "Guidelines for Performing Verification Walkdowns of Plant Flood Protection Features," and documented in Reference 6.
