MONTICELLO NUCLEAR GENERATING PLANT CONFIRMATION OF INITIAL LICENSE EXAMINATION
Dear Mr. Schimmel:
In a telephone conversation on August 13, 2012, between Mr. Bruce Palagi, Chief Examiner, and Mr. Michael Petersen, Fleet General Supervisor, NRC Examinations, arrangements were made for the administration of licensing examinations at the Monticello Nuclear Generating Plant during the week of January 28 and February 4,2013. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of January 7, 2013.
As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.
To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by October 22,2012. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by November 26, 2012.
Pursuant to Title 10 of the Code of Federal Regulations (CFR), Section 55.40(b)(3),
(10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval.
All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.
In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Dear Mr. O'Connor:
We have received your Letter L-MT-11-069, dated December 21, 2011. In that letter, you requested the initial operator licensing examination scheduled at the Monticello Nuclear Generating Plant for January 2013 be delayed two weeks.
In response, we have delayed the January 2013 initial operator licensing exam and rescheduled the examination for the weeks of January 28 and February 4, 2013, at the Monticello Nuclear Generating Plant. An on-site validation is scheduled for the week of January 7,2013.
We understand that your staff will develop the examination. Because your previous corporate letter indicated that there were more than nine applicants being considered for this examination, the examination was scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule.
A supplementary letter will.be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

We have received a letter from Xcel Energy dated July 26,2010 (L-XE-10-008). In that letter, Xcel Energy requested an initial operator licensing examination be scheduled for Monticello Nuclear Station for November of 2014.
In response, we have scheduled an initial operator licensing examination for the weeks of November 10 and 17,2014, with an onsite validation date the week of October 20,2014, for Monticello Nuclear Generating Plant. We note that you were previously scheduled for an initial operator licensing examination for the weeks of January 14 and 21, 2013. I n the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.
We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of applicants decline below ten for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

MONTICELLO NUCLEAR GENERATING PLANT
Dear Mr. O'Connor:
In a letter dated August 18, 2009 (L-XE-09-010), Xcel Energy requested the NRC schedule initial operator license examinations in December 2010 and in January 2013 at the Monticello Nuclear Generating Plant. We have scheduled the examination requested to be conducted during the weeks of December 5 and December 12, 2010, and during the weeks of January 13 and January 20, 2013. On-site validation of each of these examinations will occur approximately three weeks before the start of the examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.
We understand that your staff will develop the examination unless we determine it is necessary for the NRC to write the examination. The letter indicated each examination has more than nine applicants taking the examinations. Please inform us if the number of candidates for an examination declines below ten as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.
A supplementary letter will be sent to the Monticello Nuclear Generating Plant's Training Department approximately 120 days prior to the initial examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program..
