- PLANS, SAFEGUARDS CONTINGENCY PLANS, AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ISFSI) SECURITY PROGRAMS Dominion Energy Kewaunee, Inc. (DEK), Dominion Nuclear Connecticut, Inc. (DNC) and Virginia Electric and Power Company (Dominion) had previously combined their Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program (the plan) into one fleet plan. On February 25, 2013, DEK certified to the NRC that it has decided to permanently cease power operation of Kewaunee Power Station on May 7, 2013. In preparation, on February 20, 2013, DEK issued a separate plan for Kewaunee Power Station, and DNC and Dominion revised the fleet plan to address Millstone, North Anna and Surry Power Stations.
In addition, other changes were made to the plans as described in the Revision Summaries that are included with the plans.
Pursuant to 10 CFR 50.54(p)(2) and 10 CFR 72.186(b), Revision 0 of Kewaunee's Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program is provided as Enclosure 1 to this letter. Revision 16 of Millstone, North Anna and Surry's Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program is provided as Enclosure 2 to this letter.
Both of these plans became effective February 20, 2013. The changes that were made to the plans did not decrease the safeguards effectiveness of the plans.
