Victoria, Yes, the meeting is cancelled for today and we will be in touch to discuss a new meeting time later this week. I expect the NRC to revise the agenda to address more specifically the items that you submitted last week in the revise Appendix J. For example:
1) Defense-in-Depth for High Consequence Components. The NRC staff historically has not accepted feasible and reliable operator manual actions in deterministic regulatory space, without sufficient defense-in-depth, such as detection and automatic suppression, limited ignition or combustibles, physical separation between sources and targets, or separation between redundant trains. In cases where defense-in-depth is lacking, credible fire, limited detection and suppression, prompt impact on safe shutdown, a feasible and reliable operator manual action may not be sufficient.
2) Presumption of Not High Consequence. In Table J-1 most components were presumed not to be high consequence even though a detailed analysis may be needed. The staff would be interested in understanding why many of the components in Table J-1 were presumed not to be high consequence, given that plant specific analyses have not been performed.
3) Level of Detail in Table J-1. Table J-1 discusses some aspects of components that have the potential to be high consequence, but the NRC staff is interested in more detail on credible failure modes and complications that could occur. For example, the PORV example, discussion of complications related to 1) steam bubble in reactor vessel, 2) liquid water passing through PORV, 3) extended relief through PORV (use of low pressure system and RCS coolant in containment (impact on temperature and indication)), 4) over reliance on operator manual actions to mitigate the failure.

Status of the 3/6 PIRT Public Meeting

All, If the federal government closes the DC-area offices on 3/6, due to the predicted snow storm, then the 3/6 PIRT public meeting will also be cancelled. The NEI and NRC will then reschedule this meeting for a later date.

If the federal government uses Liberal Leave or Open for the DC-area offices, then the 3/6 PIRT public meeting will continue as scheduled, unless otherwise noticed.
