NRC Interim Staff Guidance JLD-ISG-2012-03, Compliance with Order EA-12-051, Order Modifying Licenses with Regard to Requirements for Reliable Spent Fuel Pool Instrumentation, Revision 0, dated August 29, 2012 On March 12,2012, the Nuclear Regulatory Commission (NRC) issued an Order (Reference 1) to PPL Susquehanna, LLC (PPL). Reference 1 was immediately effective and directed PPL to have a reliable indication of the water level in the Susquehanna Steam Electric Stations' (SSES's) spent fuel storage pools. Specific requirements were outlined in Attachment 2 to Reference 1.

Reference 1 required submission of an Overall Integrated Plan by February 28, 2013.

The interim staff guidance (Reference 2) was issued August 29, 2012 which provided direction regarding the content of this Overall Integrated Plan. The purpose of this letter is to provide PPL's Overall Integrated Plan pursuant to Section IV, Condition C.1, of Reference 1. This letter also confirms that PPL received Reference 2 and is submitting an Overall Integrated Plan that complies with the guidance for providing a reliable indication of the water level in associated spent fuel storage pools as described in of Reference 1.

Document Control Desk PLA-6980 Reference 2, Section 4.0 contains the specific reporting requirements for the Overall Integrated Plan. The information in Enclosure 1 to this letter provides PPL' s Overall Integrated Plan pursuant to Section 4.0 of Reference 2.

This letter does not contain any new or revised regulatory commitments. The information contained in this submittal is based on conceptual level design information.

The final design process will determine actual details such as - connection points, specific components, and electrical sizing and routing.

PPL requests that Enclosure 1 to this letter be withheld from public disclosure. The information represents Security-Related information as defined by 10 CFR 2.390.
