OF TELEPHONE CONFERENCE CALL HELD ON OCTOBER 23, 2012 BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND FIRSTENERGY NUCLEAR OPERATING COMPANY, CONCERNING REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE DAVIS-BESSE NUCLEAR POWER STATION, LICENSE RENEWAL APPLICATION (TAC. NO. ME4640)

SUMMARY

OF TELEPHONE CONFERENCE CALL DAVIS-BESSE LICENSE RENEWAL APPLICATION October 23, 2012 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on October 23, 2012, to discuss and clarify the following response to requests for additional information (RAIs) concerning the Davis-Besse license renewal application (LRA).

Response to RAI 4.2.4-1: Pressure-Temperature (P-T) Limits Discussion: The purpose of the call was to discuss the applicants response to the staff request for additional information (RAI) 4.2.4-1 submitted by FENOC letter dated August 24, 2012.

The staff stated that it could not find information in the applicants response that addressed how future P-T limit curves would be developed for the period of extended operation taking into account the neutron embrittlement effects on the extended beltline region and the localized stresses of the inlet and outlet nozzles. The staff also stated that this information needs to be provided in LRA Sections 4.2.4 and A.2.2.4 (USAR Supplement).

The applicant stated that the Davis-Besse P-T limit curves are currently limited to 32 effective full power years, and that additional analysis is required to extend the curves in the future.

The applicant also stated that in order to provide clarification and address the staffs concern it will submit a supplemental response to RAI 4.2.4-1 and as part of the supplemental response it will incorporate the clarification into LRA Sections 4.2.4 and A.2.2.4, both titled Pressure-Temperature Limits. The staff agreed with the applicant determination of providing a supplemental response to RAI 4.2.4-1.
