Letter from TVA to NRC, "Tennessee Valley Authority Safety Culture Assessment" dated April 25, 2012 The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that the Tennessee Valley Authority (TVA) has completed the development of planned corrective actions related to the 2011 TVA Nuclear Safety Culture Assessment and that the planned corrective actions are available for NRC review. TVA completed the development of planned corrective actions on November 14, 2012.

Reference 1, Section 111.2.c, requires TVA to perform two (2) independent safety culture assessments, comparable to the independent survey conducted in February 2009, administered, in approximately two-year intervals. Reference 1, Section 111.2.c, further requires TVA to make the results of each survey and planned corrective actions available for NRC review within sixty (60) calendar days after development of the planned corrective actions.

The first of the two assessment surveys was performed for TVA by SYNERGY Consulting Services (SYNERGY) between September 2011 and January 2012. In Reference 2, TVA provided the

U.S. Nuclear Regulatory Commission Page 2 January 14, 2013 results of this survey. Reference 2 further indicated that TVA was developing corrective actions to address issues identified during the assessment consistent with Section 111.2.c of the referenced Confirmatory Order.

Planned corrective actions for TVA's Browns Ferry Nuclear Plants (BFN), Sequoyah Nuclear Plants, Watts Bar Nuclear (WBN) Plant Unit 1, and TVA's Corporate Nuclear Power Group (NPG) have been developed and entered into the TVA MAXIMO Problem Evaluation Report - Nuclear database. Enclosure 1 provides a listing of Problem Evaluation Reports (PERs) associated with the 2011 SYNERGY Survey-related results, including the planned corrective actions, which are available for NRC review.

It should be noted that TVA is currently performing a safety culture survey at BFN. That ongoing survey is being performed by SYNERGY, in part, to gauge the effectiveness of actions taken at BFN in response to the SYNERGY survey discussed in Reference 2. The planned corrective actions for BFN were influenced by an evaluation of the Reference 2 SYNERGY results performed by the BFN Safety Culture Team as part of the scope of the BFN 95003 recovery project.
