SUBJECT:

BIG ROCK POINT INTEGRATED INSPECTION PLAN - CALENDAR YEAR 2013

Dear Mr. Vitale:

In accordance with U.S. Nuclear Regulatory Commission (NRC) Inspection Manual Chapter 2690, Appendix B, AInspection Program Guidance for Away From Reactor Site Independent Spent Fuel Storage Installations (ISFSI),@ the NRC Region III staff and management have developed an Integrated Inspection Plan (IIP) for Big Rock Point (BRP). The plan is based on your current performance and schedule of activities planned for the site for the period of January - December 2013 (CY13). The plan outlines how we intend to focus our Regional inspection resources to provide oversight for ISFSI activities at the BRP facility.

Because this IIP is based, in part, on your proposed schedule of ISFSI activities for CY13, the plan and focus of NRC inspection activities may change to reflect a change in your planned activities or your performance. In order to ensure that this IIP remains current, we request that you keep the Materials Control, ISFSI, and Decommissioning Branch (MCID) staff informed of any significant changes in your proposed schedule of activities. You will be informed of any significant changes to the BRP inspection schedule.

We currently project the Region will conduct no on-site inspections at BRP through December 2013 to evaluate ISFSI activities. This is based on the completion of routine inspections in CY12. The Region will follow-up on open inspection issues from the CY12 inspection with in-office review. The inspection procedure we expect to use during our in-office review is listed below. Additional inspection procedures may be used or inspections conducted if ISFSI activities warrant.
