On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued Reference 1 to STP Nuclear Operating Company (STPNOC). Enclosure 3 of Reference 1 contains specific Requested Actions, Requested Information, and Required Responses associated with Recommendation 2.3 for Seismic. This letter provides STPNOC's 180-day response to Reference 1 for Recommendation 2.3 Seismic for South Texas Project (STP) Units 1 and 2.

Specifically, Enclosure 3 of Reference 1 states that within 180 days of the NRC's endorsement of the walkdown process (Reference 2), each addressee will submit its final response, including a list of any areas that are unable to be inspected due to inaccessibility and a schedule for when the seismic walkdown will be completed. In Reference 3, STPNOC confirmed the use of EPRI 1025286, "Seismic Walkdown Guidance: For Resolution of Fukushima Near-Term Task Force Recommendation 2.3: Seismic") as endorsed by Reference 2 to conduct the walkdowns and develop the needed information at STP Units 1 and 2. NOC-AE-12002931 Page 2 of 3 provides STPNOC's final response to Recommendation 2.3 Seismic for South Texas Project Electric Generating Station (STPEGS) Unit 1. Enclosure 2 provides STPNOC's final response to Recommendation 2.3 Seismic for STPEGS Unit 2.

A list of commitments is provided in the Attachment to this letter. This submittal completes the commitment provided in Attachment 1 of Reference 3. There are no other regulatory commitments in this letter.

Attachment NOC-AE-12002931 Page 1 of 1 List of Commitments The following table identifies the actions to which the STP Nuclear Operating Company (STPNOC) has committed. Statements in this submittal with the exception of those in the table below are provided for information purposes and are not considered commitments.

Commitments Scheduled Due Date Condition Report STPNOC will use EPRI 1025286, "Seismic Walkdown Guidance: For Resolution of Fukushima Near-Term Task Force Recommendation 2.3: Seismic" as endorsed by the NRC to conduct the walkdowns of areas at South Texas 07/31/2013 12-12304-10 Project (STP) Units 1 and 2 that are inaccessible and could not be completed prior to the submittal of the 180-day final response.

Enclosure 2 to this letter, STPEGS Unit 2 Seismic Walkdown Summary Report Section 3.3, "Inaccessible Items," identifies fifteen (15) items for STP Unit 2 on the seismic equipment walkdown list (SWEL) that were not sufficiently accessible to complete the walkdown inspection during normal plant operations. These items are indicated as such by a footnote 07/31/2013 12-12304-11 in Appendix B Table B-5 "Unit 2 SWEL" indicating that the walkdowns for these items are planned to be completed by the end of May 2013. An updated final report will be submitted approximately 60 days following the completion of these walkdowns.
