MI 0005827 GROUNDWATER PERMIT NO. GW1810102 In a letter dated November 26, 2012, Indiana Michigan Power Company, the licensee for Donald C. Cook Nuclear Plant (CNP) Unit 2, submitted a spill notification to the Michigan Department of Environmental Quality for Groundwater Permit GW 1810102 and National Pollutant Discharge Elimination System Permit MI 0005827. On November 17, 2012, at 1030 hours0.0119 days <br />0.286 hours <br />0.0017 weeks <br />3.91915e-4 months <br />, approximately 30 gallons of diesel fuel oil was detected in the Unit 2 Condenser Pit Sump. During follow up inspections it was estimated that approximately one gallon of fuel oil was released to the on-site absorption pond. No oil was discharged to Lake Michigan. The spill did not pose a threat to the environment, public health, or safety.

The cause of this event was the use of a drain hose that had become coated with debris from an oil water separation process, which led to poor visibility of the discharge stream. This resulted in the inadvertent discharge of approximately 30 gallons of diesel fuel oil from the oil water storage tank. As a corrective measure, the discolored braided discharge hose has been replaced with clear tubing, which allows for better visibility during pump out of the water phase of the tank. The draining procedure has been revised to ensure new clear tubing is used each time the tank is drained of water. The sump was cleaned using oil absorbent booms. The sheen in the absorption pond was remediated using oil booms and drape booms. The oil and absorbent material were disposed of properly.

The Lake Township Fire Department, Local Emergency Planning Committee was notified of the details of this event on November 17, 2012, at 1334 hours0.0154 days <br />0.371 hours <br />0.00221 weeks <br />5.07587e-4 months <br />. The Michigan Department of Environmental Quality, Pollution Emergency Alert System was notified of the details of this event on November 17, 2012, at 1338 hours0.0155 days <br />0.372 hours <br />0.00221 weeks <br />5.09109e-4 months <br />.

A copy of the notification is enclosed in accordance with CNPs Environmental Technical Specification, Part II-Nonradiological Environmental Protection Plan, Section 5.4.2.

Donald C. Cook Nuclear Plant NPDES Permit No. MI 0005827 GW Permit No GW 1810102 This notification is made pursuant to Donald C. Cook Nuclear Plant's (CNP) NPDES Permit MI 0005827, Part II, Section C.7, and GW1810102 Part II, section 12 Spill Notification.

On November 17, 2012 at 1030 hrs, approximately 30 gallons of diesel fuel oil was detected in the Unit Two Condenser Pit Sump. On November 17, 2012 at 1325, AEP Supervision became aware of a slight sheen on the plant's absorption pond during follow up inspections after the discovery of fuel oil in the plant's sump. It was estimated that approximately 1 gallon of fuel oil was released to the on site absorption pond. Notification to the LEPC was completed on November 17, 2012 at 1334 hrs and PEAS was notified by 1338 hrs.

This resulted in the inadvertent discharge of approximately 30 gallons of diesel fuel oil from the oil water storage tank. Changes have been made to the draining procedure to ensure that new clear tubing is used each time the tank is drained of water.

The sump was cleaned using oil absorbent booms. The sheen in the absorption pond was remediated using oil booms and drape booms. The oil was removed, manifested and disposed of properly. The absorbent material was also properly disposed. No oil was discharged to Lake Michigan. This spill does not pose a threat to the environment, public health, or safety. The majority of the oil in the building sumps and drains has been recovered and properly disposed of. No further actions are required.
