ZION NUCLEAR POWER STATION MASTER INSPECTION PLAN -

CALENDAR YEAR 2013

Dear Mr. Daly:

In accordance with the U.S. Nuclear Regulatory Commission (NRC) Inspection Manual Chapter 2561, Decommissioning Power Reactor Inspection Program, and Manual Chapter 2690, Inspection Program for Dry Cask Storage of Spent Reactor Fuel at Independent Spent Fuel Storage Installations and for 10 CFR Part 71 Transportation Packagings, the NRC Region III staff developed a Master Inspection Plan (MIP) for the Zion Station for calendar year 2013.

The inspection plan is based on your current performance in executing the site decommissioning project and the schedule of activities planned for the period January -

December 2013. The plan outlines how we intend to focus our regional inspection resources to provide oversight of decommissioning activities including the dry cask storage campaign.

The MIP is based, in part, on your proposed schedule of decommissioning activities for calendar year 2013. As a result, the plan and the focus of inspection activities may change to reflect decommissioning activities or your performance. In order to ensure that this MIP remains current, we request that you keep the Materials Control, ISFSI, and Decommissioning Branch (MCID) staff informed of any significant changes in your proposed schedule of decommissioning activities. You will be informed of any significant changes to our plans for inspections at the Zion site.

Since the site initiated significant decommissioning activities in 2011, and those activities are slated to continue into 2013, the NRC regional office intends to perform nominally one onsite decommissioning safety inspection per month. In addition, since you plan to commence fuel loading into dry casks in 2013, the MIP also reflects our intended inspection scope for the dry cask storage campaign. In that regard, the region plans to conduct onsite inspections to evaluate preoperational and operational Independent Spent Fuel Storage Installation (ISFSI) activities in 2013, including ISFSI security. Moreover, as we recently communicated to Mr. Patrick Thurman, the region plans to conduct a problem identification and resolution (PI&R) team inspection in early 2013, to evaluate the adequacy of your corrective action program and to assess the Zion site safety conscious work environment.
