SUMMARY
OF THE DECEMBER 11, 2012, PUBLIC MEETING REGARDING PALISADES NUCLEAR PLANT On December 11, 2012, the U S. Nuclear Regulatory Commission (NRC) held a Regulatory Performance Meeting at the Beach Haven Event Center in South Haven, Michigan. The purpose of the meeting was to discuss Entergys corrective actions for two greater-than-green findings, and NRCs oversight of the Palisades Nuclear Plant. During the meeting, members of Palisades Nuclear Plant staff presented their assessment and the corrective actions taken for the two greater than green findings. The two findings discussed were: 1) the White finding due to the service water pump coupling failure that occurred on August 2011; and 2) the Yellow finding due to the loss of one train of direct current power that occurred on September 2011.
Members of the public observed this part of the meeting, which provided an opportunity to hear Entergys presentation and questions from the NRC. Enclosure 1 is a list of attendees at the meeting. Copies of the slides used by the NRC staff and the licensee during the meeting can be accessed through the NRCs Agencywide Document Access and Management System:

After the business portion of the meeting was completed, the NRC staff answered questions from members of the public. Several members of the public expressed concern that Palisades was not safe and appealed to the NRC representatives to shut down the plant. The NRC stressed the plant is operating safely, and that there were still issues which the licensee needed to address. Various other topics were discussed including embrittlement of the vessel; plant aging; and NRC oversight of the plant. Also there was interest on how to access information regarding previous deviations from the NRCs Reactor Oversight Process. The following link can be used to access the information on deviations:
http://www.nrc.gov/NRR/OVERSIGHT/ASSESS/deviations.html Additionally, during this part of the meeting the NRC representatives received a comment that some questions, including monitoring of radioactive releases and plant upgrades, had not been addressed from previous meetings. These questions were similar to questions received during the September 12 meeting for which the NRC gave a written response in the meeting summary (ML12276A170).
