NRC Telecon Regarding Davis-Besse License Renewal -

Clarification of Diesel fuel oil storage tank sealant NRC Attendees: Sam Cuadrado de Jesús, Bill Holston FENOC Attendees: Ken Byrd, Cliff Custer, Larry Hinkle, Don Kosloff, Kathy Nesser This telephone conference call was initiated by Sam Cuadrado de Jesús, NRC Project Manager for Davis-Besse License Renewal. The telecon took place at 1400 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.327e-4 months <br /> on November 20, 2012. The purpose of the call was to discuss the FENOC response to NRC request for additional information (RAI) A.1.2-1 submitted by FENOC letter L-11-218 dated July 22, 2011 (ML11208C274).

FENOC updated the NRC staff on the immediate actions that are being taken to correct information that was provided in the response to RAI A.1.2-1. During a preventive maintenance (PM) task, it was discovered that there is no visible moisture barrier between the bottom of the diesel fuel oil storage tank and the concrete support pad for the tank. A condition report was generated in the FENOC Corrective Action Program to document the difference between the as-built drawing for the tank and the as-found condition of the tank. Also, during performance of the PM task, areas of corrosion were discovered on the horizontal flange at the bottom of the tank. Based on recollection of the PM inspection report content, this was described as areas with surface roughness from corrosion but with no rust flaking. The PM also included an ultrasonic testing (UT) examination of the tank bottom. A robotic crawler was used to perform the examination from the inside of the tank. The repairs for the tank are scheduled to begin the week of November 26, 2012.

FENOC summarized the call stating that the condition was identified and entered into the Corrective Action Program, and the repair activities are scheduled.

The NRC staff stated that FENOC should submit a corrected response to RAI A.1.2-1 with the details of the UT examination (how many points were done, the results, if the results meet the design criteria and, if not, why the tank condition is acceptable).

The FENOC supplemental response to RAI A.1.2-1 will include a discussion to address the following items: 1) the as-found condition of the tank; 2) that the condition was entered into the Corrective Action Program; 3) details of the UT examination and the results; and, 4) whether the design criteria was met, and if not, a justification as to why the condition of the tank is acceptable.
