STAFF REQUIREMENTS - BRIEFING ON OPERATOR LICENSING PROGRAM, 9:00 A.M., TUESDAY, NOVEMBER 27, 2012, COMMISSIONERS CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the NRC staff and a panel of external stakeholders on the status of operator licensing in the nuclear power industry, including training and accreditation and impacts from new post Fukushima requirements. The panel of external stakeholders included: Steve Johnson, Director of Accreditation, Institute of Nuclear Power Operations; Brian Snyder, Vice President, Professional Reactor Operator Society; Andy Barbee, Director, Nuclear Training, Virgil C. Summer Nuclear Station, South Carolina Electric & Gas Company; Chuck Sizemore, Chairman, Nuclear Energy Institutes Licensed Operator Focus Group; and Audeen Fentiman, Ph.D., Associate Dean of Engineering for Graduate Education and Interdisciplinary Programs, Professor of Nuclear Engineering, Purdue University.

The staff should provide the Commission details of the national examination writers workshop sponsored by the NRC via a Commissioners Assistant Note.

The staff should consider the variation across the Regions in their approach to operator examinations and licensing and whether there are best practices that should be adopted by all Regions leading to a more consistent approach.
