PROFESSIONAL QUALIFICATIONS STEPHEN P. KLEMENTOWICZ CURRENT POSITION Senior Health Physicist Division of License Renewal Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission EDUCATION M.S. Radiological Science, Manhattan College, New York, NY, 1980 QUALIFICATIONS Stephen Klementowicz has been with the NRC for over 21 years and has a total of over 30 years experience in reactor Health Physics. He has extensive regulatory experience in radiological effluent monitoring programs, radiological environmental monitoring programs, radioactive material control programs, and preparation of safety evaluation reports, environmental assessments, and environmental impacts statements.
Mr. Klementowicz has worked in the Division of License Renewal in the Office of Nuclear Reactor Regulation for over five years. His current duties involve the preparation of environmental impact statements for power reactor license renewal applications in the areas of occupational and public radiation exposure, electromagnetic exposure, decommissioning, and design basis accidents. As a senior staff member he also provides technical oversight of radiological issues, including updates to technical guidance documents. He has been a technical reviewer for 14 environmental impact statements, 12 environmental assessments, and participated in six onsite environmental audits for license renewal. He has current experience in NRC rulemaking. He is on the rulemaking team to revise 10 CFR 51.53, Post Construction environmental reports, the Generic Environmental Impact Statement for license renewal, and the associated Regulatory Guide, and Environmental Standard Review Plan.
Prior to joining the Division of License Renewal, Mr. Klementowicz worked for 16 years in the Health Physics Branch in the Division of Inspection Program Management in the Office of Nuclear Reactor Regulation. Mr. Klementowicz was the lead NRR technical staffer for radiological effluent and environmental issues involving the reactor inspection program and preparation of safety evaluation reports for license amendment applications from nuclear power reactors. He was frequently called upon to review the difficult and complex radioactive effluent and environmental monitoring program issues, to determine the whether a licensee=s actions are in conformance with NRC regulatory requirements and Commission policy and direction. In addition, on several occasions he accompanied NRC Regional Inspectors at onsite inspections to provide technical assistance. During his time in the Health Physics Branch, was on the
2 rulemaking team that promulgated the license termination rule for decommissioning in 10 CFR Part 20, Subpart E - Radiological Criteria for License Termination.
Mr. Klementowicz was the technical lead for the development of the Public Radiation Safety Cornerstone for the new NRR Reactor Oversight Process inspection program. For this new inspection program, he was responsible for development of the following technical areas; radioactive material control, radiological effluent monitoring program, and the radiological environmental monitoring program. In his role as technical lead for the Public Radiation Safety Cornerstone he provided programmatic and technical support to Regional Inspectors during their on-site inspections and assisted in the review and comment of inspection finding in the final report.
Mr. Klementowicz served as a Team Leader for the Health Physics Branch. In that role he provided guidance, direction, and technical support to co-workers. He planned and directed their development, providing challenging and meaningful assignments which allowed the individuals to grow in their professional career.
Mr. Klementowicz was a member of the NRCs 2006 Liquid Radioactive Release Lessons Learned Task Force that dealt with the issue of inadvertent leaks of radioactive liquids into groundwater from components and buried piping at nuclear power reactor plant sites. He is a co-author of the Task Force report, in which he provided a thorough discussion of the NRCs requirements and guidance for radiological effluent and environmental monitoring programs and made recommendations to enhance the effectiveness of those programs.
Specific examples of Mr. Klementowiczs expertise in training, public meetings, and knowledge management transfer include:
- Developed and taught a one week training class on NRCs regulations, standards, and guidance on radioactive effluents and radiological environmental monitoring programs to the Taiwan regulatory agency.
- Developed and taught an informational class to NRC Regional inspectors on NRCs requirements for a radioactive material control program at nuclear power plants.
- Served as a Team member for a public outreach effort involving multiple public meetings on the revised regulations in 10 C.F.R. Part 20, Standards for Protection against Radiation (1991), to explain the changes and discuss guidance on its implementation.
He also provided training to NRC Regional inspectors on the revised Part 20 regulations.
During his career with the NRC, Mr. Klementowicz led or was a prominent speaker at numerous NRC public meetings with a wide variety of stakeholders and at conferences and workshops hosted by the nuclear industry.
Mr. Klementowicz was a member of the NRC=s Emergency Response Organization for 15 years.
He performed dose assessment calculations to assess the radiological dose impact from a nuclear power reactor accident.
Prior to joining the NRC, Mr. Klementowicz was the Manager of the Radiological Support Section with American Electric Power Service Corporation. In this position, he managed a
3 group of scientists and engineers who provided regulatory, technical, and policy support in the areas of health physics, low-level radioactive waste, and emergency preparedness to the plant staff at the D.C. Cook nuclear power plant located in Bridgeman, Michigan.
Awards Mr. Klementowicz has received numerous performance awards for outstanding work as a Health Physicist with the NRC. He also received an award for his work as a mentor to new NRC employees in the Nuclear Safety Professional Development Program.
