WESTINGHOUSE ELECTRIC COMPANY QUALITY MANAGEMENT SYSTEM, REVISION 6 (TAC NO. ME5256)

Dear Mr. Gresham:

By letter dated August 25, 2010 (Agencywide Documents Access and Management System Accession No. ML103630203), Westinghouse Electric Company (Westinghouse) provided for U.S. Nuclear Regulatory Commission (NRC) staffs review and approval information on the Revision 6 to the Westinghouse Quality Management System (QMS). The NRC staff has completed its review. Revision 6 to the Westinghouse QMS addresses changes necessary to:

1) implement a clear integration between quality, and customer and regulatory requirements;
2) insert Title 10 of the Code of Federal Regulations (10 CFR) Part 21 requirements; 3) extend executive management responsibilities to ensure the effectiveness of the QMS implementation;
4) require performance of effectiveness reviews of corrective actions; 5) include external documents under the control of the document control processes; and 6) address editorial update changes. These changes do not affect commitments when supplying items or services to the nuclear power plants in the United States. The changes do not reduce commitments as defined under the regulation at 10 CFR 50.54(a)(4). The NRC staff finds that Revision 6 to the Westinghouse QMS continues to meet the requirements of Appendix B to 10 CFR Part 50 and is therefore acceptable.
