John W. Craig Senior Nuclear Safety Consultant Summary Mr. Craig is a Senior Nuclear Safety Consultant to Talisman, bringing over 35 years of nuclear safety experience, including senior-level management positions at the U.S. Nuclear Regulatory Commission (NRC), to the firm. His assignments at the NRC spanned a broad range of positions, involved increasing responsibility, and covered all phases of nuclear power plant safety regulation.

Mr. Craig began his career in the Office of Inspection and Enforcement (I&E) as a reactor inspector.

Later, as Associate Director for Inspection and Programs in the Office of Nuclear Reactor Regulation (NRR), his responsibilities included management of inspection and oversight activities for all civilian nuclear power reactors and non-power reactors in the U.S., review of next-generation reactor designs and facilities, license renewal activities, review and assessment of environmental issues, standard technical specifications, emergency planning, technical evaluations and assessment of operating reactor events, nuclear plant operator licensing, and licensee quality assurance programs. He was the NRC representative on the ASMEs Nuclear Quality Assurance Main Committee.

While serving as the Deputy Director, Office of Nuclear Regulatory Research (RES), his responsibilities included management of research activities associated with nuclear power facilities, activities associated with consensus and voluntary standards for agency use, and recommending regulatory actions to resolve ongoing and potential safety issues for nuclear power plants and other facilities regulated by the NRC, including those issues designated as Generic Safety Issues (GSIs).

He directed the NRCs initiative for cooperative research with the U.S. Department of Energy (DOE), various federal agencies, U.S. nuclear industry participants, universities, and international participants.

As a Senior Executive, he also served as the Assistant for Operations for the Executive Director for Operations and as the Chief of Staff for the Chairman of the NRC. His assignments as a Senior Executive in NRR included Chief, Plant Systems Branch, where he managed technical reviews associated with secondary and balance of plant systems, fire protection and environmental qualification of electrical and/or mechanical equipment. He also served as Director, Projects Directorate III-2, where he managed licensing activities. As a Senior Executive in RES, he served as Director of the Division of Engineering and Division of Regulatory Applications, where he directed research activities in the areas of materials; electrical, structural, and mechanical engineering; instrumentation and control; and earth sciences.

Since joining Talisman, he has completed various projects related to license renewal, safety conscious work environment issues, plant performance and NRC performance indicator issues, and security program issues at nuclear power plants. Additionally, he has performed quality assurance program assessments and reviews at architect engineering firms and other vendor organizations, and developed initial draft regulations and standards for new regulatory organizations in foreign

Education B.S., Nuclear Engineering, University of Maryland Qualifications Management - Over 20 years of management experience with NRC. As the Assistant for Operations for the NRCs Executive Director for Operations, served as the Secretary for the NRC Executive Council; managed the intra-agency administrative management system; managed the NRCs audit follow up activities; provided staff interface and coordination with the NRC Commission, the General Accounting Office and the NRCs Inspector General; and coordinated international activities as a member of the NRC International Council. As a Senior Executive in NRR, was responsible for inspection and licensing programs ranging from 45 to 650 persons with budgets of up to approximately $10 million. As a Senior Executive in RES, responsible for research programs ranging from 50 to 200 persons with budgets of up to approximately $50 million.

Additionally, led NRC delegations during numerous international activities. For example, led the delegation at the 14th Bilateral Information Exchange Meeting with the Nuclear Industrial Safety Agency of Japan, and also led meetings with both the American Institute in Taiwan and the Taiwan Economic and Cultural Representative Office.

Nuclear Reactor Safety Management - Managed the development and implementation of nuclear reactor regulatory programs, including licensing, inspection, license renewal, technical reviews, research programs, and consensus codes and standards activities. Also served as the NRCs Standards Executive, and as Chairman of NRC's Committee to Review Generic Requirements (CRGR). Positions held include the following:

  • Senior Reactor Inspector, I&E Operational Readiness Review - Led inspection teams and conducted inspections associated with licensing. The focus of such inspections included management and organizational processes, engineering support, maintenance programs, nuclear and secondary systems status, safety conscious work environment, operational event assessment and operator qualification and training. For example, was the Team Leader for a Diagnostic Evaluation Team that examined plant safety and management performance at the Brunswick Nuclear Plant. Also participated in investigations of the events related to the breakdown of quality assurance at the Watts Bar Nuclear Plant and also the 2

John W. Craig flow of information during the accident at Three Mile Island Unit 2. Conducted numerous inspections at nuclear power plants, vendor facilities including nuclear fuel fabricators, nuclear steam system suppliers, and architect engineer facilities.

Quality Assurance - Broad experience in the area of quality assurance activities and programs at nuclear power facilities and at vendor facilities. While at the NRC, he led and conducted NRC inspections at operating nuclear power plants; led and conducted vendor inspections of quality assurance activities related to engineering, design and product fabrication, including fuel assemblies, at Westinghouse, Combustion Engineering, Babcock and Wilcox, and General Electric; and led and performed NRC vendor inspections of engineering and nuclear plant support activities at Bechtel, Yankee Nuclear and various sub-vendors providing architect engineering support and products to nuclear facilities. He led the development and implementation of vendor inspection activities at other vendor facilities, such as NUPAC, and sub-vendor facilities associated with design and fabrication of spent fuel casks. Additionally, served as NRCs Standards Executive and NRC's representative on the ASMEs Nuclear Quality Assurance Main Committee.

Security - Managed numerous research projects focused on security issues related to U.S.

commercial nuclear power plants.

Emergency Preparedness - Managed NRRs responsibilities in emergency preparedness, including coordination with the Federal Emergency Management Agency (FEMA), state, and local emergency response organizations in developing the plan to consolidate NRCs Emergency Preparedness activities. Served as a member of NRCs Executive Team and Reactor Safety Teams for incident/emergency response. Also, served as NRC Duty Officer during non-duty hours, with responsibility for the initial NRC emergency response to event reports.

Human Factors Safety - Team Leader for the inspection team that examined safety conscious workforce culture issues at Tennessee Valley Authority facilities. Participated in commercial plant inspections of human factors issues involving revised operating and emergency procedures and control room design.
