  • Assisted in Phase II project management for the Duke Lee COL application.
  • Assisted in the development of four COL applications including TVAs Bellefonte Units 3 and 4 application.
  • Assisted in the development and mapping of security barrier locations for Indian Point Energy Center and Grand Gulf Nuclear Station.

Experience Description Mr. Riggs is assigned to Enercons Oklahoma City office as a GIS specialist. Mr. Riggs has

Jerry L. Riggs Page 2 of 2 more than six years of experience as a geographic information systems and remote sensing scientist. He has developed geographic information systems and maps used for several COL projects. This included spatial analysis of satellite imagery, demographic analysis, environmental justice analyses, hazard analyses, and land use-land cover (LULC) analyses. Mr. Riggs also worked closely with local, state, and federal agencies to collect and develop data used in the various analyses.

In addition, Mr. Riggs has recently conducted land use, demographic, and view shed studies and GIS mapping in support of environmental report preparation for three license renewal applications at a nuclear materials facility. This included spatial analysis of satellite imagery, digital elevation models, and extracting data about land use-land cover (LULC).

Mr. Riggs has also been involved in building numerous geographic information systems and mapping projects including: American burying beetle surveys, vegetation analysis, hazard assessments, transportation and transmission corridor studies, and site selections for new nuclear materials facilities.

Other projects that Mr. Riggs has been involved in include: flood modeling in a data-poor environment and remote chemical detection using hyper-spectral remote sensing data and iodination of toluene. Mr. Riggs has over 18 years of technical and analytical experience through his work in the U.S. Navy, Oklahoma Blood Institute, and Space Imaging.

Previous Experience Description United States Navy Alameda, California Noncommissioned Officer 1987-1991: Highest Security Clearance: Top Secret Supervised electronic technicians and was responsible for the installation, maintenance, and repair of all digital communication equipment on the Navys newest aircraft carrier. Developed and maintained a work center stress management program. Supervised emergency restoration of shipboard satellite communication systems at the onset of the Gulf War. Produced battle, emergency, and routine plans for USS Abraham Lincoln combat systems operations. Worked and lived under extremely arduous conditions in order to commission the carrier.
