BRAIDWOOD STATION, UNIT 2 - NOTIFICATION OF NRC SUPPLEMENTAL INSPECTION AND INFORMATION REQUEST
Dear Mr. Pacilio:
By letter dated August 6, 2012, the Nuclear Regulatory Commission (NRC) communicated to you our updated assessment of Braidwood Station Unit 2. Based on our quarterly review of plant performance, we identified that the Mitigating Systems Performance Index (MSPI) for the Cooling Water Systems (CWS) for Unit 2 had crossed the Green-to-White threshold. This was due to probabilistic risk assessment model change errors, operating restrictions on the cooling water support system, and equipment failures. As a result, Braidwood Station Unit 2 transitioned to the Regulatory Response Column of the Reactor Oversight Process Action Matrix beginning in the second quarter of 2012.
By letter dated October 30, 2012, we were notified by your staff that you were ready for the NRC to conduct our supplemental inspection to review the actions taken to address the White performance indicator. Accordingly, we plan to conduct a supplemental inspection, beginning on November 26, 2012, at Braidwood Station, Unit 2, using Inspection Procedure 95001, Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area. This onsite inspection is scheduled to be performed from November 26 through November 30, 2012.
In order to minimize the impact to your on-site resources and to ensure a productive inspection for both organizations, we have enclosed a request for documents needed for this inspection.
The documents identified are those that the inspector will need prior to and upon arrival at the site. It is important that all of these documents are up-to-date and complete in order to minimize the number of additional documents requested during the onsite portion of the inspection.
We have discussed the schedule for these inspection activities with your staff and understand that our regulatory contact for this inspection will be Mr. Murtaza Abbas of your organization. This letter does not contain new or amended information collection requirements subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Existing information collection requirements were approved by the Office of Management and Budget, Control Number 3150-0011. The NRC may not conduct or sponsor, and a person is not required to respond to a request for information or an information collection requirement unless the requesting document displays a currently valid Office of Management and Budget control number.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
